Subject Matters Experts - USAID
Rumph and Associates is seeking candidates for the role of Subject matter Experts (SMEs) to support USAID’s Office of Transition Initiatives (OTI) operations under an upcoming contract (SWIFT Support Small Business Set-Aside) contingent upon award. Senior, mid, and junior-level SMEs will be providing services related to operational support, assessments, strategy, analysis, planning, evaluation, and capacity building.

BACKGROUND

We are expanding our roster of transition and stabilization consultants to serve in short-term, medium-term, and long-term technical roles.
MAJOR DUTIES AND RESPONSIBILITIES
Subject Matter Expert: A Subject Matter Expert (SME) is an individual with exceptional qualifications and expertise in a particular technical, operational, or administrative subject matter. For any given Task Order, an SME may provide strategic advice, analysis, technical/operational/administrative guidance and expertise to USAID/OTI, program staff, host country governments, and/or other stakeholders and beneficiaries.
Qualified consultants to deliver technical assistance and operational support to OTI and its programs. Areas of expertise may include:
· conflict/post-conflict analysis
· political transitions
· countering violent extremism (CVE)
· preventing violent extremism (PVE)
· stabilization
· community development
· economic development
· mediation/arbitration
· conflict resolution
· democracy and governance
· international law
· human rights activities
· political analysis
· gender-based violence
· conflict mitigation and peacebuilding
· civil society engagement
· post-conflict reconciliation
· ICT for development
· community revitalization
· crisis in communications and media
· DEIA
EDUCATION, REQUIREMENTS, AND MINIMUM QUALIFICATIONS
Minimum of six (6) years of relevant stabilization and/or transition experience
· Strong verbal and written communication skills
· Bachelor’s Degree in the areas of international development, international affairs, political science, public administration, law, or other relevant field (advance degree preferred but not required)
· Strong analytical skills demonstrated leadership skills, and ability to take initiative.
· English fluency; proficiency in at least one language other than English preferred
