Summary of Duties:
Reporting to the Director of Community Development, the Band Social Development Manager will be responsible for administering Income Assistance funding provided through Indigenous Services Canada. The primary goal of the department is to support the independence and poverty reduction of Líl̓wat individuals and families by delivering basic needs assistance, disability income support, special needs income, and immediate and family support services for those residing on reserve.
The Manager will work closely with the Director of Community Development to develop and implement a case management system, and to collaborate on poverty reduction and outreach initiatives within the Community Development Department. The role will also involve leading special projects, including the Income Assistance 10-Year Agreement Review and Data Sovereignty planning.
Key Deliverables and Expectations:
- Familiarize and engage with the ISC Social Development Policy, ensure all policies and procedures are administered fairly, transparently, and from a person-centered approach
- Supervise the Band Social Development team, including hiring, onboarding, scheduling, supervising daily operations, ensuring training is provided, entering timesheets (if required), approving vacation and absences, conducting performance evaluations, implementing performance improvement plans, and managing terminations as necessary.
- Ensure that accurate, up-to-date, secure, and confidential records and files are maintained at all times.
- Prepare and maintain all records, reports, and other required documentation in compliance with the funding agreement, ensuring readiness for any program reviews and financial audits.
- Maintain and communicate internal processes and procedures that protect the privacy and security of community members accessing services.
- Develop and implement a communication plan for clients and community members, including information about community resources, related services, poverty reduction initiatives, and human rights services.
- Develop a case management system that embraces a person-centered and wraparound approach to support the participation, independence, and dignity of individuals accessing Social Development services.
- Collaborate closely with the Finance Department on cheque runs, the Housing Department regarding housing agreements, and other internal departments as needed, fostering good collaboration and information-sharing practices.
- Implement service delivery approaches that respect access, equity, inclusion, and gender-based analysis in interactions, services, processes, and policies.
- Support the onboarding and training of new staff as required.
- Perform other related duties as requested.
Experience and Attributes:
- Minimum Grade 12 education required; Certificate in Human Services or equivalent education is preferred.
- ISC Band Social Development Worker certification and training (VENN program), or willingness to obtain certification.
- Minimum of 3 years of experience in a managerial or leadership role, or an equivalent combination of education and experience.
- Experience working with First Nations communities, with a strong understanding of historical and current systemic issues, and the ability to operate in a culturally safe and trauma-informed manner.
- Prven ability to lead and delegate within a team, creating efficiencies, streamlining processes, and implementing change management strategies.
- Ability to respond effectively in crisis situations and direct appropriate courses of action.
- Professionalism in all business practices and interactions with stakeholders, clients, and community members.
- Outstanding written and verbal communication skills in English.
- Strong organizational skills, meticulous attention to detail, and excellent time management abilities.
- Ability to meet deadlines, manage and prioritize multiple tasks, and maintain strict confidentiality.
- Proficient in computer applications, particularly Microsoft Office (Word, Excel, Outlook).
- Must be able to provide a clear Criminal Record Check, including Vulnerable Sector clearance.
