SUMMARY:  WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers. The SME JTAC Primary Site Lead shall be designated as the contractor’s point of contract for all prime and subcontractor staff associated with this contract. Ensures compliance with PWS and unit Operating Instructions (OI) and shall maintain a current listing of all contracted staff for each location, monitor duty status, training, and leave for contractor personnel. The SME JTAC Primary Site Lead will assist the AFSOC JTAC PM at AFSOC HQ Hurlburt Field, FL with oversight of the AFSOC JTAC training, standards and evaluations programs. Conduct records reviews, unit SAVs, evaluate unit JTAC instruction procedures, and unit JTAC evaluations procedures. Assist with oversight of maintenance, upgrades, and changes to the SRMS. Advise and assist the US SOCOM/J33 Fires LNO and SOCOM Component PMs on all matters pertaining to JTACs and CAS. Advise and assist all subordinate squadrons on all issues pertaining to Contract CAS. Supervise site personnel; while reporting directly to the WinTec Program Manager.

ESSENTIAL JOB FUNCTIONS:  Responsibilities will include, but are not limited to:

  • Shall be designated as the contractor’s point of contract for all prime and subcontractor staff associated with this contract.  Ensures compliance with PWS and unit Operating Instructions (OI) and shall maintain a current listing of all contracted staff for each location, monitor duty status, training, and leave for contractor personnel.
  • Assists the AFSOC JTAC PM at AFSOC HQ Hurlburt Field, FL with oversight of the AFSOC JTAC training, standards and evaluations programs. Assist with oversight of maintenance, upgrades, and changes to the SRMS.
  • Conduct records reviews, unit SAVs, evaluate unit JTAC instruction procedures, and unit JTAC evaluations procedures.
  • Advise and assist the US SOCOM/J33 Fires LNO and SOCOM Component PMs on all matters pertaining to JTACs and CAS. Advise and assist all subordinate squadrons on all issues pertaining to Contract.
  • Review and track contractor travel requests (LOIs) prior to submission to COR for validation and submission to the contracting officer for approval.
  • Provide amendments/updates as required to any previously approved travel.
  • Prepares Monthly Status Report deliverables as required by the government.
  • Adhere to the requirements and procedures outlined in range and/or local operating directives for supported range exercises.
  • Comply with OSHA and other applicable laws and regulations for the protection of employees and training participants.
  • Instruct Battlefield Air Operations (BAO) and the use of JTAC mission equipment.
  • Incorporate new equipment and techniques into the training program as implemented by AFSOC.
  • Provide recommendations for changes to JTAC/CAS procedures, capabilities and training programs for new equipment.
  • Operate a wide range of specialized equipment and vehicles to include, highly mobile multi- wheeled vehicle, BAO equipment, and communications equipment. Maintain currency to include licensing and/or certifications for all training equipment.
  • Provide emergency markings, marshaling, and advisories for evacuation of injured personnel.
  • Provide malfunction/accident/incident response when injury, property damage, aircraft damage and resulting incident reports related to contracted missions are likely to be released by official or unofficial news, media or other social media coverage. Contractor personnel shall refer all requests for information to the Public Affairs office for an official response.
  • Conduct an immediate limited weather observation that includes, surface winds, estimated ceiling and visibility, obstructions to vision and any observed abnormalities.
  • Provide a comprehensive written narrative of the situation including, but not limited to, time of incident, injuries to personnel, equipment/aircraft damage, civilian or military property damage, all personnel involved, weather observations given to the aircraft and special weather observations taken following the incident, type of mission, type of aircraft, operating frequencies, 10-digit Universal Time Mercator grid coordinates of incident, intended target location ensure compliance with the reporting criteria outlined in AFI 91-204, Safety Investigations and Reports, and the applicable manuals: AFMAN 91-221, Weapons Safety Investigations and Reports, AFMAN 91-222, Space Safety Investigations and Reports, AFMAN 91-223, Aviation Safety Investigations and Reports, and AFMAN 91-224, Ground Safety Investigations and Reports.
  • Immediately report the information to the COR, Range Control/Command Post/Safety Officer as local procedures dictate, notify the squadron in accordance with squadron guidance.
  • Record and document each detail for all incidents, accidents, and malfunctions and be available to answer questions about events on the training area for users, range authorities, and/or the host squadron. Include details of pre-mission, mission, and post mission procedures.
  • Notify the military chain of command of any malfunction, accident, or incident per unit commander’s guidance.
  • Navigate day or night to and from the training area, complying with local range procedures and safety guidelines. The Contractor shall conduct the necessary tasks to accomplish this objective.
  • Comply with SOCOM Manual 350-5 AFSOCI 13-50, AFI 11-214, Wing, Group, Unit, and local range procedures during pre-mission, mission, and post-mission phases of training operations.
  • Operate or develop and utilize academics, and visual aids as mission dictates.
  • Mission Support during OPFOR missions in designated training areas.

 

 

QUALIFICATIONS:

  • Bachelor’s degree from an accredited college or university in a related discipline with 4+ years of related Air Force/DOD experience (preferred) -OR- Associates Degree required with 8+ years’ experience in lieu of Bachelor’s Degree.
  • Proven ability and knowledge to adhere to the requirements and procedures outlined in range and/or local operating directives for supported range exercises.
  • Proven ability and knowledge to comply with OSHA and other applicable laws and regulations for the protection of employees and training participants.
  • Experience in instructing Battlefield Air Operations (BAO) and the use of JTAC mission equipment, incorporating new equipment and techniques into the training program as implemented by AFSOC, and Providing recommendations for changes to JTAC/CAS procedures, capabilities and training programs for new equipment.
  • Experience in operating a wide range of specialized equipment and vehicles to include, highly mobile multi- wheeled vehicle, BAO equipment, and communications equipment, maintaining currency to include licensing and/or certifications for all training equipment.
  • Prior experience providing a comprehensive written narrative of the situation including, but not limited to, time of incident, injuries to personnel, equipment/aircraft damage, civilian or military property damage, all personnel involved, weather observations given to the aircraft and special weather observations taken following the incident, type of mission, type of aircraft, operating frequencies, 10-digit Universal Time Mercator grid coordinates of incident, intended target location ensure compliance with the reporting criteria outlined in AFI 91-204, Safety Investigations and Reports, and the applicable manuals: AFMAN 91-221, Weapons Safety Investigations and Reports, AFMAN 91-222, Space Safety Investigations and Reports, AFMAN 91-223, Aviation Safety Investigations and Reports, and AFMAN 91-224, Ground Safety Investigations and Reports.   • Prior knowledge of Complying with SOCOM Manual 350-5 AFSOCI 13-50, AFI 11-214, Wing, Group, Unit, and local range procedures during pre-mission, mission, and post-mission phases of training operations.
  • Must have or have held a JTAC-I qualification rating and demonstrate a working knowledge of the organizational interface of military, local, state, and federal agencies applicable to supported JTAC functions and operations.
  • Must pass an initial drug screening and submit drug testing results as required by the Government within 30 days of notification of acceptance for work on this contract.
  • Expected to travel and train at any approved training range or approved Military Operating Airspace (MOA) within the needs of the JTAC Program. Expected Travel requirement is approximately 35 days per year.
  • Possess a valid civilian driver’s license and qualify for a military driver’s license for all supported equipment and vehicles.
  • Prior Air Force JTAC and SOCOM experience.


PREFERRED SKILLS:

  • Military background or familiarity with military command and control structures.
  • Possess a working knowledge of the organizational interface of military, federal, state, and local agencies.
