Capitol Advisors on Technology is recruiting a Senior Records and Information Management Specialist to support our current and future clients. This position includes all elements of RIM lifecycle policy and process development, program operations, training, compliance evaluations, reporting, and communications. At this level, the RIM Senior Specialist reports to the Project Manager and works with minimal direction and assistance.

Essential Duties and Responsibilities:

The Senior Records and Information Management Specialist’s specific duties and responsibilities include, but are not limited to:

  • Direct work that supports established RIM policies and guidance. Develop and maintain
  • Standard Operating Procedures (SOP), job aids and checklists to reinforce business process internal controls.
  • Conduct evaluations across the RIM lifecycle. Assess compliance using SOPs and supporting tools. Gather and analyze RIM program and process metrics and data, identify process performance gaps and improvement opportunities. Develop written reports and findings summaries.
  • Guide development and implementation of electronic records capabilities in electronic information systems. Work with IT development teams to ensure record keeping requirements are embedded in new and modernized systems.
  • Develop and manage media-neutral records inventories, schedules and file plans including electronic information system records control schedules
  • Establish, conduct and provide training on assigned RIM topics. Assist and coach Local Records and Information Managers and Records Custodians as needed.
  • Support RIM Program and Information Governance boards and councils.
  • Lead the Essential/Vital Records (EVR) Program by developing, maintaining, and monitoring EVR Program SOPs and training materials as well as evaluating EVR Program performance.
  • Train, mentor and oversee the work of other RIM team members.
  • Communicate clearly, concisely and effectively, both orally and in writing. Prepare PowerPoint presentations, white papers and evaluation reports. Brief and advise senior managers and staff.

Minimum Qualifications (Knowledge, Skills, and Abilities)

The successful candidate must have:

  • The ideal candidate must hold a Public Trust or higher federal security clearance.
  • S/he must possess a bachelor’s degree or other equivalent degree program, or additional four (4) years functional area experience and have a minimum of two (2) years of demonstrated related experience.
  • Records/systems scheduling experience is essential.
  • Experience using analytical and evaluative methods and tools to determine the efficiency and effectiveness of RIM program operations.
  • Experience applying pertinent Federal and Public laws, NARA guidelines and policies regulations, and precedents that affect RIM, Privacy Act (PA), Freedom of Information Act (FOIA) and information life cycle management programs, including web-content management.
  • Demonstrated skill evaluating records and information management program performance and graphically reporting results to senior leadership.
  • Attention to detail and excellent organizational and interpersonal skills.
  • Ability to multi-task and exercise good time management.
  • Support planning, organizing, and developing projects under the direction of supervisor.
  • Demonstrated knowledge of and skill supporting key elements of high visibility programs and projects.
  • Demonstrated effective oral and written communication skills.
  • Demonstrated knowledge and skill to efficiently use office technology (i.e. Microsoft Word, Excel, PowerPoint, Adobe, Microsoft Project, SharePoint, Microsoft Teams).
