Contract Management Support - The Contractor shall perform the following Contract

Management functions:

a) Assisting with analyzing and managing procurements, financial assistance, other

transaction agreements (OTAs), inter/intra agency agreements (IAAs), modifications,

invoices, and other financial data

b) Assisting with -financial strategy and planning

c) Assisting with tracking current contracts, modifications and new acquisition expenditures

d) Assisting in the preparation of cost estimates and analyses for acquisitions

e) Assisting with preparation of summary reports for review and analysis

f) Assisting with compliance, monitoring and evaluation

g) Assisting with reviewing and providing comments on financial documents as requested

Cost and Pricing Support - The Contractor shall provide cost and pricing support as follows:

a) Providing assistance with financial management and administrative support to include cost

estimation and analysis, budget formulation and scheduling resource allocations

b) Assisting in the preparation of independent cost analysis based on current market or other

data

c) Assisting with statistical analyses of financial data sets

d) Assisting with preparing and maintaining automated toolsets for cost analyses

e) Using automated project scheduling and cost tracking software to support critical data and

integrated master planning analysis

f) Assisting with performing economic analyses for evaluating the total and marginal costs

of alternative ways to accomplish strategic business functions

g) Assisting in performing comparative cost studies to determine whether specified operations

should be privatized or out sourced rather than remain in house

2.2 Life-Cycle Cost Estimating/Analysis

The Contractor shall provide services in the development and analysis of the expected life cycle

costs of a program, commodity or service as defined in the individual BPA Call. The Contractor

shall use expected costs associated with the item being procured (e.g., development, training,

repair, maintenance, and disposal).

2.3 Acquisition Program Support

The Contractor shall provide the resources to assist with developing requirements documentation,

assist with documenting acquisition strategy, assist with preparation of independent Government

cost estimates, market research and market surveys, pre-award and source selection

documentation; assist in the preparation of solicitations; assist with evaluation of bids/proposals

for contract awards solely as non-voting advisor; and provide post-award support, as requested by the Government under individual BPA Calls.

2.3.1 Requirements Documentation Support

The Contractor shall provide advice, recommendations, and document support to multiple offices

in all areas of the acquisition requirements phase. Staff providing support in this area must have

experience working with Federal procurements.

2.3.2 Statements of Work/Specifications/Requirements Documents

The Contractor may be required to assist in preparing pre-award Statements of Work (SOW),

Statements of Objective (SOO) and other requirements documents for specific requirements. This

effort includes assisting program offices in researching and drafting specifications and standards,

including Performance-based Work Statements (PWS); developing performance measures,

providing consultation and recommendations; coordinating requirements documents; and assisting

with the development of evaluation criteria. If/when support in this area is required through

specific BPA call, the Contractor shall not bid/submit proposal/submit quote in response to

the resulting solicitation. Appropriate documentation, pertaining to conflict of interest and

non-disclosure, will be prepared and executed by the Contracting Officer and Contractor’s

Authorized Signatory prior to awarding a BPA call for this support.

2.3.3 Acquisition Strategy Support

The Contractor shall provide advice and recommendations on all elements of acquisition planning,

options, contracting methods, competition, sources, cost, and milestone schedules. The Contractor

shall research existing Government-wide contracts for available products and services, evaluate

different approaches to and sources for acquisition support, research available suppliers and

compare the services and costs of obtaining support from the different providers.

The Contractor shall participate in acquisition strategy analysis and planning; analyze acquisition

strategy methodologies and present advantages, and/or, disadvantages. The Contractor shall

conduct risk assessments and recommend source selection planning information.

2.3.4 Cost Estimates (CE)

The Contractor shall assist with preparation of draft cost estimates for a broad range of programs

and program offices to be utilized by the Government in preparing Independent Government Cost Estimates (IGCEs). The Contractor shall conduct research analysis to include: past purchases of the products or services, current market value of the products or services, and other agency purchases of similar products and services.

2.3.5 Market Research and Market Surveys

The Contractor shall assist with conducting market research to identify potential sources and

contract vehicles. Potential sources shall include socio-economic program participants (i.e., small

businesses, SDVOSBs, VOSBS, small and disadvantaged businesses, HUB Zone businesses,

WOSBs). Potential vehicles by which Contractor shall conduct market research shall include

VetBiz.gov, GSA Schedule vendors, Government-wide Agency Contracts, and other agency

contracts. Contractor shall conduct market surveys and prepare written documentation of market

research. Contractor shall assist program offices in documenting small business capability

analysis. Contractor shall assist with preparing Requests for Information (RFIs) and Sources

Sought for use in FedBizOps and other electronic posting announcements.

The Contractor shall assist with preparing documentation for exercising options, assist with review

of annual reports, executive findings, conference proceedings, brochures, and other outreach

materials to support information dissemination, and analyze data on past performance to predict

future results. The Contractor shall provide assistance in researching existing Government-wide

contracts for available products and services, assist with evaluating different acquisition

approaches, and research available suppliers.

2.3.6 Solicitations

The Contractor shall assist in the development and preparation of Invitation for Bids (IFB),

Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined Synopsis/Solicitations

in draft format for review and approval by a PHMSA CO. The Contractor shall recommend and

prep unique terms and conditions as required. Once approved by the CO, the Government shall

release solicitation by electronic posting, email, fax or mail.
