JOB DESCRIPTION


Summary/Objective 

Under the supervision of the Assistant Director, candidate will perform professional work in managing the design and construction of public works projects. The work involves managing design, project management, utility coordination, testing and inspection, and construction services relative to the Town’s capital infrastructure improvement program and the Departments operations. Work is performed in accordance with established lines and level of authority. The Assistant Director sets overall goals and project assignments. The position shall undertake all assigned duties in a thorough, efficient, and professionally competent manner.

•Responsible for assisting the Department plan, procure, oversee, and closeout of design and construction of public works roadway, facilities, and infrastructure projects from   inception to closeout in accordance with the established policy of the DPW and in accordance with Massachusetts General Law.

•Prepares project plans and specifications including quantity takeoffs and cost estimating as assigned. 

•Assists with development of scopes, bid documents and other procurement solicitations. Evaluates bids and quotes received.

•Responsible for scheduling work, daily in the field inspection of work completed, and record keeping for conformance with contract documents and contract management of   public works projects. 

•Track and administer contracts during construction, including as-built quantities, change orders, and payments.

•Provides administration support for all Chapter 90 funded projects from inception to closeout in accordance with the requirements of MassDOT.

•Completes inspections of, and assists with reporting of, Town infrastructure related to MS4 permit. 

•Assists in development of the Town’s annual roadway and rehabilitation maintenance program.

•Provides complete and thorough review of consultant assisted projects. 

•Reviews payment requisitions for assigned construction and consulting projects with accuracy and thoroughness.

•Completes review of Department of Public Works assigned building department permit applications as assigned. 

•Establishes, administers, maintains, approves, and inspects Public Works issued permits as assigned.

•Provides design services, field surveys, site visits, and project inspections for DPW in-house projects.

•Provides aid in general information and project information through meetings and information sessions concerning the public works projects to the general public,       landowners, engineers, and developers with tact, courtesy, and sensitivity.

•Assists all other Town departments relative to engineering and land development concerns.

•Operates computer equipment and software applications related to assignments; establishes and maintains effective working relations with public officials, contractors, utility   providers, the general public and fellow employees; communicates effectively, both orally and in writing.

•Employee is subject to work beyond the normal scheduled hours.

•All other duties as assigned.


Essential Skills and Experience

•Knowledge of the theories, concepts, principles, and practices of public works relating to planning, design, construction, and operation including project management,   contract administration, techniques of supervision, computer equipment, and survey equipment. 

•Ability to supervise engineering and related activities; prepare and interpret plans, specifications, contract documents, and reports. 

•Effective communicator, both orally and in writing.

•Thorough knowledge of all Microsoft Office programs.

•Ability to multi-task and work during periods of high intensity and high pressure.


Supervisory Responsibility

This position has no supervisory responsibilities.


Work Environment

The majority of the work is performed in typical office conditions and within limits of construction work zones. Work responsibilities are variable with periods of extreme activity and stressful situations with project deadlines and/or responding to emergencies and may require working more than eight (8) hours per day and more than forty (40) hours per week. Work is often fast paced and high-pressure. Some exposure to rain, sun, and cold weather with intermittent exposure to adverse weather conditions. Works under field conditions with unavoidable exposure to bad weather and a variety of hazardous conditions such as dust, fumes, dangerous road conditions, etc. Requires frequent communication with consultants, vendors, Town Boards, Commissions, Committees, Town officials, and the general public. Communication is by means of telephone, in-person discussion, and in writing. 


Physical Demands

Required sitting, bending, kneeling, reaching, and squatting frequently throughout the work shift. Frequent movement in and out of equipment and vehicles. Required to hear, feel, and speak. May be required to work shifts greater than 8 hours. Light to moderate physical effort is required when conducting inspections. Must be able to climb stairs and to enter uneven terrain.  Ability to use and wear personal protective equipment and clothing such as hearing protection, eye protection, foot and hand protection and respiratory protection.


Position Type and Expected Hours of Work

This is a full-time benefit eligible position. Days and hours of work are Monday through Friday, 40 hours per week minimum. Occasional evening and weekend work may be required as job duties demand.


Travel

No travel is expected for this position.


Required Education and Experience

•Bachelor's degree in engineering and/or construction management is preferred or equivalent combination of education, training, and experience with at least five years of progressively responsible professional project management and/or five years of civil engineering experience.

•Certification in Project Management is preferred.

•Registration as a Professional Engineer or EIT is preferred.


Additional Eligibility Qualifications

Possession of:

•Current and valid Massachusetts Driver’s License with a responsible driving record.

•Ability to pass a CORI check and pre-employment physical including drug screening and alcohol testing.

•OSHA 10-Hour Training.


 Work Authorization 

Provide appropriate documentation to verify your authorization to work in the United States.
