Position Summary:

Under the general direction of the Department Director will oversee the operations, management and administration of the Weatherization programs and comply with the program’s contractual obligations.

 

Responsibilities and Duties:

  • Work with the Executive Director and Management team to plan for PACO’s direction, focus, and infrastructure; refine and implement PACO’s strategy and planning, anticipating changes in policy and funding; develop and monitor annual institutional plans according to the organizational vision, mission, and goals; prepare and monitor PACO’s agency/program budgets.
  • Work with the Executive Director and Management team to ensure service integration & internal collaboration regarding institutional systems and operations; procure and maintain agency and staff licenses and certifications; develop staff and volunteers; and produce and/or secure institutional literature and products, including curricula, manuals, and training materials.
  • Develop and maintain relationships with funders, vendors, creditors, lenders, partners, suppliers, community organizations, government agencies, etc., in conjunction with leadership team
  • Maintain awareness of new trends and developments in Energy Conservation, and incorporate new developments into the organization as appropriate.
  • Ensure confidentiality of records and information, and discretion in information sharing, as per policies
  • Support the goal of increasing awareness of PACO programs and services in the community and increasing participant numbers.
  • Other duties may be assigned by the Executive Director to meet agency and/or programs needs

 

Supervision

•     Recruit, supervise, and evaluate Weatherization Program Assistance (WAP) staff, volunteers, and contractors/consultants

•     Establish and implement schedules and work assignments for WAP staff, volunteers, and contractors/ consultants

•     Develop the personal and professional capacity of WAP staff members, including coaching, training mentoring, peer exchanges, and continuing education

•     Develops and delivers program training modules and provides ongoing training to staff under his/her purview

 

Weatherization Operation

  • Administers internal operations of the Weatherization program to insure compliance with goals and objectives as per contract specifications.
  • Maintains accurate program files in compliance with contract requirements.
  • Maintains accurate program data and reports on program performance measures on a timely basis
  • Work closely with and maintains a high level of communication with the Management to develop and maintain a timely and efficient document management system
  • Represents the agency when appropriate.
  • Monitors Energy Conservation improvement work
  • Provides planning of weatherization measures needed to meet program requirements and objectives
  • Develops safety policies and performs activities to promote the maintenance of safe and healthy working conditions for Weatherization Program staff. Serves as a role model in the promotion of safety awareness and promptly addresses safety concerns.
  • Supervises client application processing, including referrals from inter-agency programs, other local agencies or community partners. Maintains the agency’s database and all required reporting systems.
  • Verifies all work meets technical requirements and quality objectives set forth by the Department of Energy and New Jersey Department of Community Affairs.
  • Maintains and organizes all program client files’ and makes updates on various databases.ï‚·Ability to work effectively in an office environment and at on-site locations in varying weather conditions; ability to protect self and others when working with and around construction sites, machinery, toxic chemicals/agents, loud noises, electrical current, etc.
  • Supports the development of programs evaluations and proposals.
  • Performs other duties as assigned

 

Education and Experience:

  • Preferably a Bachelor’s degree: at least two (2) years in an administrative position or High School or General Equivalency degree with a minimum of four (4) years in an administrative or supervisory position.
  • BPI Certified -Building Analyst and Envelope Professional
  • OSHA-30 Certification
  • Lead Safe Practices Certificate
  • Quality Control Inspector (QCI) Certification required

  • Train and effectively manage staff persons
  • Prepare and maintain complex reports and records
  • Establish and maintain effective working relationships with employees, other agencies and the public
  • Follow written and verbal instructions
  • Communicate effectively verbally and in writing

 

Qualification Requirements and *Physical Demands:

  • Must possess a valid state driver’s license and good driving record required
  • Flexible Schedule – May be required to work evenings and weekends
  • Required to sit for long periods of time
  • Must be able to travel as needed (in-town and out-of-town training and conferences)
