Program Manager

Veterans Engineering is seeking an experienced information technology Program Manager to run a client Analytics Support and Planning function. You are successfully responsible for planning, organizing, and overseeing the successful completion of the initial scope listed below. You will work closely with cross-functional teams, stakeholders, and resources to ensure that project goals and objectives are achieved on time, within budget, and to the required quality standards.

Program Manager shall have fifteen years’ experience, of which at least ten years must be specialized in software testing program management. Specialized experience includes project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multitask contracts and/or subcontracts of various types and complexity.

General experience includes increasing responsibilities in information systems design and/or management.

Program Manager shall have a Bachelor Science in engineering, architectural, business management or equivalent and professional registration. Program Manager who is certified in program management by an accredited (ANSI/ISO/IEC) recognized institution, such as being certified Project Management Professional (PMP) by the Project Management Institute (PMI).

Initial scope

1. Program Management Support: The contractor provides support to OBI's internal programs and initiatives by assisting with ongoing tasks, facilitating project schedules, and offering detailed reporting. This support enables smooth program management, continuous improvement, and adherence to best practices.

2. User Acceptance Testing (UAT) Management: The contractor takes charge of overseeing all aspects of UAT for the applications within OBI's testing portfolio. This management entails resource allocation and meticulous planning, including scope and requirement document reviews, to create comprehensive test plans and scripts.

3. User Acceptance Testing (UAT) Execution: As part of their quality assurance activities, the contractor conducts various testing types, such as subject matter expert (SME) testing, automated testing, integration testing, regression (end-to-end) testing, and OBI TESTING AND OPERATIOAL SUPPORT OBI TDS ~ 7 ~ smoke testing. Their thorough execution ensures the reliability and functionality of each system release or patch.

4. User Acceptance Testing (UAT) Reporting: The contractor diligently provides detailed reports on all UAT activities. Utilizing dashboards and formalized testing reports, they offer comprehensive data and analysis to keep stakeholders informed throughout the testing process.

5. Post Deployment and Production Support: Beyond the UAT phase, the contractor remains actively involved in providing production support and coordination. They engage in activities like monthly Coordinated Installations (CI), effectively communicating with stakeholders, and proactively identifying potential risks to aid leadership in decision-making.

Skills you will need:

• Ability to stay organized with strong attention to detail.
• Project plan development experience – Ability to map structure processes to a defined plan, communicate direction, and work together as a team to meet objectives.
• Strong documentation skills to capture the key details of each working session, extract action items and deliverables, maintain tracking of all action items and deliverables, and ensure they are completed on time in a cross-functional team.
• Comfortable with follow-ups, gently but firmly pushing back, and holding team members accountable to ensure deliverables are met.
• Proactively identify risks and opportunities.
• Proficient in using Microsoft Word, Visio, Excel, and PowerPoint.

Qualifications/Requirements

• PMP
• Minimum of 10 years of applicable experience, 15 total years of experience.
• Must be able to pass a Federal Government background check.
• Must be available during normal business hours.
