Part Time Debit Card Support Specialist
Introduction:
We are seeking a Part Time Debit Card Support Specialist to join our team. Debit Card Support Specialist is responsible for processing Debit Card fraud cases from our membership, reviewing high risk suspected debit card fraud cases in our risk management application, and processing reports on a daily basis as needed and in conjunction with the Debit Card Administrator. This position will also be responsible for maintaining and following policy and procedures, having a high level of understanding of debit cards, compliance knowledge and relevant state, federal, and network regulations.
Responsibilities:

Administers Visa Debit Card Fraud and Disputes.

Provide the highest level of member service support to members and staff providing detailed information and monitoring call volume and branch activity.

Ensure in-place technologies using the debit card are in working order and resolve any issues with the vendor when they are not functioning as expected.
- Review reporting and updates staff and system on fraud, lost, and stolen card issues. Review Fraud and Anti• Money Laundering software alerts to identify potential fraud.

Conduct timely communications and actions with vendors promoting positive vendor relationships.
- Produce monthly service-level reports and trending data on areas pertinent to responsibilities.
- Assure timely and accurate application processing for VISA Debit Card/VISA Gift Card production and monitors card inventory for replenishment of stock.
- Process member disputes and monitor fraud chargebacks completed by our processor ensuring compliance with VISA regulations and chargeback guidelines, responding with applicable member correspondence, process or deny claim(s) and file bond claim(s). If applicable, maintain database to monitor outstanding disputes and fraud cases.
- Download, review, and analyze vendor reports, invoices, contracts, costs, etc., and recommend improvements, when necessary.
- Research technical manuals and utilize IT staff resources to determine options and feasibility.

Communicate and train staff of changes, as appropriate.
- Maintain extensive knowledge of VISA Operating Rules and Regulations, Regulation E and system enhancements which affect the debit card processing, as well as those of various PIN based networks.
- Monitor system maintenance through vendors to ensure transmission and accuracy.
- Participate in risk management by trending losses and analyzing improvements, involvement in risk mitigation sessions for new projects or processes and identifying risks and controls.

Escalate complex problems to supervisor or senior management for guidance.
- Maintain necessary office files as well as a neat and organized work area.

Perform other duties as directed by supervisor or senior management.
Qualifications:

Requires completion of high school diploma or GED, two-year associate degree is preferred.

Two to three years of experience in a financial institution.
- Well-developed interpersonal and customer service skills.
- Attention to detail, accuracy and strong verbal and written communication skills.
- Ability to analyze systems, solve problems and recommend and implement changes to improve efficiency.
- Intermediate level math knowledge (calculations, decimals, fractions and percentages).
- Strong computer skills including knowledge of Microsoft Word, Excel and Outlook.
- Willingness to be a team player and support other critical functions throughout the department.
- An understanding of account ownership, debit card processing and other card operations activities is preferred, but not required.
