Mid-Level Collection Systems Analyst
SUMMARY: WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers. The Mid-Level Collection Systems Analyst will support the 55th with experience in the use of classified modern collection systems with a specialization in geolocation operations. The Mid-Level Collection Systems Analyst should have ISR-related experience in the use of the IC-related tools used in the prosecution of these missions. And experience in coordination/collaboration with IC mission partners in order to create, utilize, and refine these capabilities; while reporting directly to the WinTec Program Manager.
ESSENTIAL JOB FUNCTIONS: Responsibilities will include, but are not limited to:
- Provide technical knowledge to aid in identifying new detectors for modern collection systems operations, with requirements defined by CCM, Components, and/or target offices.
- Perform pre-mission maintenance checks, troubleshooting duties with ground-based, and airborne maintenance technicians.
- Coordinate quality assurance needs/best practices with internal and external customers.
- Track modern collection system reliability statistics and identify trends that inform operational updates/fixes.
- Monitor data generation.
- Track data transport.
- Confirm data ingestion into National databases.
- Coordinate with local and external customers to resolve data ingestion issues.
- Create and manage modern collection systems operations configuration files.
- Coordinate with internal and external stakeholders to create, implement, refine, and troubleshoot configuration file usage.
- Provide direct support for special tasks or events.
- Work with forward-operating-locations (FOL) on tasking and data developments.
- Conduct analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature.
- Provide all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.
- Ability to be flexible with work schedule.
QUALIFICATIONS:
- Bachelor’s degree from an accredited college or university in in a related discipline with Air Force/DOD experience -OR- have associate’s degree from an accredited college or university in a related discipline with an additional 4+ DOD/USAF experience, for a total of 10+ years, as a substitute to the bachelor’s degree.
- 6+ years’ experience conducting analysis relevant to Collection Systems Analyst / All Source Analyst with at least a portion of the experience being with the DOD/USAF within the last 2 years.
- 2+ years of Air Force and ACC experience.
- Modern collection systems experience- PGO certified.
- Previous experience working with RC-135 units, IC-wide mission partners, and local stakeholders involved in collection, processing, exploitation, and dissemination, as well as deep experience in the utilization of classified tools enabling this mission.
- Advanced analysis skills; 451/452 graduate.

- Comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for Collection Systems Analyst.
- Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
- Collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
- Develop concise, insightful, and comprehensive products for defense intelligence.
- Lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.
- Knowledge of complex configuration management techniques and requirements appropriate to manage base level network systems.
- Military background or familiarity with military command and control structures.
- Possess a working knowledge of the organizational interface of military, federal, state, and local agencies.
- Demonstrate time management, problem-solving skills, self-motivation, eagerness to learn, and attention to detail.
- Ability to efficiently react to shifting program requirements and work in a team environment.
- Effectively communicate, both orally and in writing.
