SUMMARY
The role of the Environmental Health and Safety Manager involves maintaining compliance with the OSHA Voluntary Protection Program (VPP) and Occupational Health and Safety program (ISO 45001:2018) to ensure the safe execution of production activities in line with corporate safety policy and all relevant regulations. This includes establishing partnerships across the organization to proactively promote worker health and safety, as well as creating and maintaining effective processes for hazard identification, risk assessment, and operational control implementation. Additionally, it involves building and sustaining the necessary infrastructure and organization to consistently achieve top-tier Safety and Health performance.
REQUIRED EXPERIENCE AND EDUCATION
- Bachelor’s degree or completed maritime trade school/apprenticeship and/or 4 years waterfront environmental, health and safety experience for NAVSEA contract work; or 4 years military service with specialized training and certifications in environmental, health and safety and 2 years waterfront environmental, health and safety experience for NAVSEA contract work.
- Knowledge of OSHA Regulations for Shipyard Employment, NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), NAVSHIPS Tech Manuals (NSTM), and DOD Standards, Military Specifications, Performance Standards, and other customer related specifications and standards
- Experience in managing an Occupational Safety and Health system (ISO 45001:2018 or equivalent).
- Proficient in basic First Aid to include CPR/AED.
- Computer - Proficient in Microsoft Office programs including but not limited to Word, Excel, Power Point and Access
- Must have prior training and certification in all or some of the following:
SHIPYARD COMPETENT PERSON Certificate as defined by 29 CFR 1915 (NAVSEA 009-07 Standard Items).
OSHA 5410: Occupational Safety and Health Standards for the Maritime Industry or NAVSEA-approved equivalent
OSHA 3115: Fall Protection or NAVSEA-approved equivalent
OSHA 3095: Electrical Standards or NAVSEA-approved equivalent
OSHA 521: OSHA Guide to Industrial Hygiene or NAVSEA-approved equivalent

RESPONSIBILITIES
- Represent the company as the “Safety Representative” qualified to accomplish the fire prevention and housekeeping inspection meeting the requirements of NSI 009-08
- Perform as a Competent Person to inspect enclosed and confined spaces safe for workers/safe for hot work.
- Perform as a Permit Authorized Individual (PAI) for hot work.
- Coordinate and administer toolbox training and local required training at job sites, ensuring all records are retained in the electronic Training Records Database.
- Provide oversight, and career development of production trades related to environmental, health and safety requirements.
- Train employees in risk assessment, root cause analysis, hazard analysis, and elimination/mitigation measures.
- Verify availability and monitor use and maintenance of safety equipment (PPE) ensuring that items conform to health and safety standards for worksite performance.
- Assist QA to establish EHS requirements for basic Test and Inspection Plans for projects.
- Continually review work packages (including Test and Inspection Plan) during all phases of work for completeness, accuracy, and compliance with technical specifications and customer requirements related to environmental, health and safety requirements.
- Schedule and conduct environmental, health and safety inspections, audits and surveillances and prepare JSA/JHAs as directed by the QA&EHS Director.
- Ensure adequate risk assessment, hazard analysis, and determination of controls of work processes throughout various ship repair facilities and aboard vessels under contract.
- Assist Production Team Management with EHS reporting requirements and verify continual compliance with environmental, health, and safety procedures for trades at the jobsite.
- Coordinate with other ship repair organizations to ensure compliance with Occupational Health and Safety program requirements by employees working under the “One Shipyard” concept.
- Perform accident investigations to help determine Root Cause and Corrective Actions.
- Provide information to QA & EHS Director to initiate Corrective Action Requests, and Preventative Action Requests as related to production work to ensure compliance with established policies, procedures and work instructions.
- Maintain all required environmental, health and safety records and documentation at the worksite.
- Coordinate collection and removal of all HAZMAT.
- Assists Human Resources with OSHA reporting requirements.

Must be at least 18 years of age
High School Diploma or Equivalent
· Must be a U.S. Citizen or permanent resident
· Must be able to pass pre-employment physical, drug, and background screening
· Must be able to obtain and maintain access to U.S Military bases and shipyards for performance of job duties. Must be able to obtain and maintain Security Clearance.
· Ability to work overtime, as required
· Must have reliable transportation
