Department: Housing and Gender-Based Violence Support Services

Reports to: Director, Housing and Gender Based Violence Support Services

Location: Hamilton, On

Hours of Work:  37.5 hours / Week

Start Date: TBD

Contract End Date: March 31, 2027

  • Oversees the day-to-day operation of an integrated gender-based violence support hub that includes early intervention / prevention activities, gender-based violence support and economic empowerment programming;
  • Manage service agreements, MOUs, and collaborative protocols with partner organizations;
  • Monitor service delivery outcomes and ensure compliance with service standards, program guidelines, and funding requirements;
  • Develops partnerships with community organizations, government agencies, healthcare providers, and advocacy groups;
  • Serves as the primary point of accountability for client service pathways across multiple providers and agencies;
  • Facilitates integrated case conferencing and multidisciplinary team meetings;
  • Ensures seamless client referrals, transitions, and follow-ups between services and organizations;
  • Provides leadership and logistic support to the integration of teams across partner agencies, and internal programs and services, in collaboration with Department Managers;
  • Tracks and provides oversight to targets and deliverables of various program funders ensuring reports are provided to the Director monthly/as needed basis;
  • Informs and guides program case management practices and implementation of tools which focus on client needs and strengths;
  • Assists and participates in cross-training of services with partner agencies and staff, collaborates with victim service providers, collaborating with gender-based violence intervention service providers and developing interagency referral networks;
  • Works to source, develop and implement high fidelity programming for families experiencing violence, high conflict and impacts of trauma;
  • Supports staff as needed in advocating to local organizations (i.e. hospitals, police, shelters) for clients and outreaches to improve coordination of services;
  • Reviews and audits all information in the client database, ensuring all client information documented appropriately and is kept up to date;
  • Assists Director as needed with external fund development, reporting and presentations as needed;
  • Provides training to staff and identifies professional development for staff on emerging trends, leading practices and legislation affecting gender-based violence and violence against women and families in collaboration with Department leadership as need requires;
  • Takes leadership role in the community on violence against women and children, including participation at community planning tables;
  • Follows procedures for Serious Occurrences and Serious Incident reporting; keeps Director informed;
  • Communicates, consults, educates and influences stakeholders (e.g. Hamilton Police, Probation and Parole Board, Child Protection Services, legal providers, funders/sponsors municipal officers, health authorities);
  • Directly manages and coaches up to 5 employees including training, monitoring and evaluating performance;
  • Assists Director with budget development and reports to funders; managers and monitors budget;
  • Supports team in managing the impact of vicarious trauma when working with clients at risk;
  • Ensures that service expectations for professional communication, documentation recordkeeping and expense reporting are maintained at a high standard and in accordance with YWCA policies and procedures;
  • Maintains high level of confidentiality when working with sensitive and personal client, employee and legal information;
  • Assists Director with development of policies and procedures to ensure effective and efficient operations and compliance with legislative and regulatory requirements;
  • Identifies and evaluates risks and challenges associated with operations and takes appropriate action to mitigate and ensure compliance with policies and procedures, escalates as required;
  • Guides staff in mitigating risks to staff, clients and community while providing services to a high-risk population; escalates to Director as required;
  • Demonstrates and model’s strong leadership behaviours as a member of the management team;
  • Participate and provide mandatory organizational and departmental training and meetings;
  • Nurtures and forms meaningful internal and external working relationships and partnerships;
  • Fosters a safe and healthy work environment; ensures employees comply with health, safety standards that meet or exceed legislated requirements;
  • Understands emerging trends, leading practices, industry professional standards;
  • Supports YWCA Hamilton mission, vision and values;
  • Perform other duties as required.

Working Conditions 

  • Works a standard 37.50-hour work week; regularly on-call rotation for emergencies, crisis situations and resourcing issues;
  • Often works in high conflict situations requiring resolution and safety planning for clients and staff.

Qualifications

  • Completion of 4 years’ university in sociology, social work, women’s studies, social or human services or criminology or equivalent academic/work experience;
  • Minimum 5 - 7 years’ experience working in health, social, or legal services with a minimum of 3 years’ management experience;
  • Knowledge of key issues and applicable legislation associated with gender-based violence and violence against women, poverty, mental health and addictions, impacts of domestic violence on families and children;
  • Experience and knowledge of family law and the Child and Family Services Act; able to collaborate and build partnerships with key stakeholders in GBV and Justice Sector as it related to families experiencing GBV and high conflict safety needs;
  • Knowledge and experience in the operations of integrated service hubs, including partnership development and service coordination;
  • Must be able to lead and work from an intersectional feminist, anti-racist/anti-oppressive perspective for operations and strategic planning;
  • Must have current Standard First Aid and CPR certificate or willingness to obtain at own cost;
  • Must provide a current Vulnerable sector police check or willingness to obtain at own cost;
  • Knowledge and skills in feminist, trauma informed crisis intervention;
  • Ability to work a schedule which includes regular on-call rotation for emergencies, crisis situations and resourcing issues;
  • Strong project management and project implementation skills;
  • Excellent communication skills, including oral and written;
  • Bilingual English/French or other languages an asset.
