Location: INUVIK, NT

 

Position Status: FULL-TIME (37.5 HOURS PER WEEK)

 

Manager, Lands and Resources

 

The Gwich'in Tribal Council (GTC), located in Inuvik, Northwest Territories, is seeking a candidate for the role of Manager, Lands and Resources.

 

Responsible for managing land and resources issues, projects, and opportunities within the Gwich’in Settlement Region (GSR) in accordance with the Gwich’in Comprehensive Land Claim Agreement (GCLCA). In addition, the incumbent manages staff supervision and participates in developing the annual departmental budgets, work plans, policies, and procedures.

 

The Manager, Lands and Resources will research and interpret various statutes, regulations, policies and other documents to provide advise and information to Gwich’in leadership and Participants related to land-use, aboriginal/treaty rights, water governance, renewable resources, non-renewable resources, resource development projects, environmental assessment and other land and resources matter, seeking advice from external legal counsel and the Director of Lands and Resources.


CORE RESPONSIBILITIES

 

1.       Planning, organizing, and managing day-to-day activities of the Department and the applicable chapters of the GCLCA.

 

2.       Developing and implementing policies, standards, and procedures for the management of the Lands and Resources in the GSR.

 

3.       Working with the CEO and Manager of Government Affairs to oversee duty-to-consult initiatives and matters for any activities in the GSR.

 

4.       External engagement with Participants to the GCLCA, Gwich’in Councils, industry and government on issues relating to land and resource management in the GSR.

 

COMPETENCIES

The Key Competencies required for this position include:

A.      Leadership – including the ability to research analyze and evaluate alternatives and develop recommendations, typically in a briefing memorandum format.

 

B.       Proposal Identification & Development – develop and maintain an understanding of the various programs and funding sources available to assist with meeting GTC’s mission and vision.

 

C.       Fiscal Management – create and manage the Departmental budget and ensure Departmental records are maintained securely and confidentially for legal, operational, and historical reference purposes.

 

D.      Consultation & Collaboration – lead legislative reviews. Support GTC’s consultation and engagement efforts relating to land claim implementation and self-government negotiations.

 

E.       Communication – Ability to establish and maintain strategic relationships with stakeholders across all levels of government and a wide variety of stakeholders.

 

F.       Mentorship – considered by staff and colleagues to be a positive and supportive coach and mentor.

 

G.      Logistics – significant travel is required and ability to work in a cross-cultural environment.

QUALIFICATIONS

The qualifications for this position include:

·         Completion of a University degree in Resource Management, Land Administration, Environmental Planning, Community and Regional Planning, Law, or related field with at least five (5) years of experience in land and resource management or related field; or

·         Completion of a Land Management Officer diploma, Community and Regional Planning diploma or related field with seven (7) years of experience working with municipalities or First Nations on their community land use planning and policy development;

·         Direct supervisory experience; and,

·         Experience in consultation and stakeholder engagement.

REPORTING RELATIONSHIP

This position reports to the Director, Lands and Resources. 

COMPENSATION

A competitive compensation plan will accompany the successful candidate including a comprehensive benefit plan.

Preference will be given to candidates who are Gwich'in Participants and have experience working in the non-profit or public sectors or in an Indigenous Government/Organization, preferably in a northern context.
