Information Systems Specialist
Job Summary:
The Information Systems Specialist is responsible for managing, monitoring, and implementing the information systems of Recreation District #1 of St. Tammany Parish (the District), as well as managing the District’s records. Under the supervision of the CFO, this position will collaborate with others to achieve agency objectives, with a strong focus on supporting event technology needs, strategic budgetary planning, infrastructure assessments, and seamless website integrations.
Essential Duties and Responsibilities:
General IT Support:
o Troubleshoot and resolve IT issues as they arise, and act as the liaison between the District and any third-party service providers.
o Assist with software implementations, including accounting software and recreation software.
o Create and maintain documentation for the District’s various information systems processes, including procedures and technical documentation for end users.
o Develop and implement technology policies and procedures to ensure consistent and efficient operations.
o Provide training and support to staff on new technology systems and applications.
o Stay up-to-date on emerging technologies and industry trends, and recommend solutions that benefit the District.
o Manage vendor relationships, ensuring that service level agreements are met.
o Monitor technology assets and issues recommendations for upgrades as appropriate.
o Act as a main point of contact, both internally and externally, for technology-related projects.
o Perform related duties as assigned.
Hardware and Software Management:
o Develop and maintain a standardized hardware and software inventory, tracking licenses, warranties, and maintenance agreements.
o Evaluate and recommend new hardware and software solutions based on the District's evolving needs and industry best practices.
o Establish and enforce security protocols for all hardware and software.
o Ensure all software is up-to-date and patched, mitigating security vulnerabilities.
o Create and maintain a software compatibility matrix for all district used software.
o Install hardware (including laptops, tablets, phones, and other hardware devices) and software for users.
o Create and remove users from the system, as needed.
o Create and maintain a database of users and associated software and hardware.
Budgetary and Infrastructure Management:
o Conduct regular assessments of the District's technology infrastructure to identify areas for improvement or upgrades (hardware, software, network).
o Develop and maintain a comprehensive technology budget, including projected costs for hardware, software, maintenance, and upgrades.
o Provide detailed cost-benefit analyses for proposed technology investments.
o Assist in the procurement process for technology hardware and software, ensuring compliance with budgetary constraints and District policies.
o Provide yearly reports on the current technology infrastructure, and future needs, to the CFO.
Records Management:
o Organize, maintain, and oversee the lifecycle of the District’s physical and digital records, and ensure compliance with Louisiana laws and the District’s records retention schedule.
o Convert existing physical records to digital format as appropriate.
o Assist with any records requests, including public records requests.
Event Technology Support:
o Collaborate with the District's event coordinator(s) to understand the technological requirements of upcoming events.
o Conduct pre-event technology assessments to ensure all necessary hardware and software are available and functioning correctly (audio-visual equipment, Wi-Fi access, live streaming, registration systems, interactive displays).
o Provide on-site technical support during events, troubleshooting any issues that may arise.
o Document all event tech requirements, and post event lessons learned, for future event planning.
o Research and recommend technology solutions that enhance the event experience, such as mobile event apps or digital signage.
Website and Integrated Services:
o Create and maintain the District’s website, as needed.
o Integrate the District's website with other integrated services, such as online registration platforms, payment gateways, and community calendars.
o Ensure seamless data flow between the website and other integrated systems.
o Implement and maintain website analytics to track user engagement and identify areas for improvement.
o Ensure the website is accessible, user-friendly, and compliant with accessibility standards (e.g., WCAG).
o Work with vendors to implement API integrations as needed.
o Implement and maintain SEO best practices.
Education and Experience Requirements:
o Bachelor's degree in computer science, information technology, information systems, or a related field.
o A minimum of three years’ experience of information systems is preferred.
o Certifications such as CompTIA A+, Network+, Microsoft 365, etc. are preferred.
Knowledge, Skills, and Abilities:
o Microsoft 365, including SharePoint and Active Directory.
o Windows 10 and 11.
o Troubleshooting skills.
o Knowledge of networking.
o Excellent written and oral communication skills.
o Resourcefulness and problem solving.
o Knowledge of scripting languages such as Python and VBA preferred.
o Proficiency in project management methodologies, particularly as they relate to technology implementations and event coordination.
o Knowledge of cloud-based technologies and services.
o Understanding of cybersecurity best practices and data privacy regulations.
o Ability to translate technical concepts into clear and concise language for non-technical stakeholders.
o Experience with API integration.
o Experience with database management.
Special Requirements:
o At least 18 years of age.
o Current driver’s license or ID issued by state of residence.
o Must be able to pass a criminal history investigation.
Physical Requirements:
Work is performed primarily inside with prolonged periods of sitting at a desk and working on a computer. Dexterity is used while performing work with personal computer keyboard, calculator and other office equipment. The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of the job are as follows: walking, bending, stooping/kneeling, standing, pushing/pulling, driving, lifting up to 15 pounds with or without assistance.
