Human Resources Generalist (Full-Time)
BASIC FUNCTION: Full charge responsibility of all human resource functions including payroll and benefit management, time and attendance systems, employee relations including conflict resolution, and ensuring compliance with all federal and local HR regulations. The HR Generalist will provide back-up to the HR Recruiter/Volunteer Coordinator to support recruitment needs and onboarding of new employees and volunteers for all departments.
DUTIES AND RESPONSIBILITIES
- Manage Payroll and Personnel Systems
- Responsible for the preparation of bi-weekly payroll processing and its transmission to external payroll processor, as well as maintenance of employee payroll files and records.
- Responsible for administration of time and attendance policies including timeclock, and PTO.
- Direct the systematic processing of personnel requisitions and personnel changes such as new staff hires, transfers, promotions, salary adjustments, and processing terminations and conducting exit interviews.
- Establish and maintain all employee files.
- Maintain company organization charts and employee directory.
- Benefits Program
- Participates in the design, implementation, and administration of employee benefit programs; acts as liaison with brokers and vendors, as well as employees.
- Coordinate open enrollment period of benefits.
- Administrative Programs
- Assure compliance with fair employment practices, government regulations, and reporting requirements as well as internal monitoring of COBRA, FMLA, unemployment claims, workers' compensation claims, FLSA, EEOC, etc.
- Coordinate, communicate, and maintain Human Resource policies and procedures.
- Maintain employee handbook and update as necessary.
- Maintain job description file of positions, job classifications, and compensation as well as performance plans and appraisals.
- Provide counseling to staff on Human Resource policies and procedures.
- Prepare and manage the annual Human Resource budget.
- Normal duties and responsibilities include assistance to other employees.
- Recruitment & Engagement
- Support the HR Recruiter/Volunteer Coordinator in managing the full cycle of recruitment, from seeking and identifying potential hires to initial vetting of candidates for department managers.
- Develop creative HR initiatives and activities as well as advise company management in Human Resources policy and program matters.
- Establish and maintain employee training and enrichment program, based on needs of senior staff.
- Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.

EDUCATION: College degree in Human Resources or related field
EXPERIENCE: Three or more years experience in Human Resources or related field
