Job Title: Human Resources Manager
Supervised By: Vice President of Human Resources Supervises: Human Resources
Generalist
General Description
Under the direction of the Vice President of Human Resources, the Human Resources
Manager is responsible for employee relations, compliance with State and Federal laws,
development and dissemination of company policies and procedures, and employee
recruitment and retention.
Essential Duties
1. Development and revision of all Human Resources Policies & Procedures for
Tara Cares and all supported facilities.
2. Development and revision of all Employee Handbooks for Tara Cares, Tara
Pharmacy, Tara Therapy and all supported nursing facilities.
3. Responsibilities for recruitment of new employees for Tara Cares Support Office
and provides recruiting support as needed (online/print advertising, resume
screening, telephone interviews and recruitment firm contacts) for Tara Pharmacy
and supported facilities.
4. Development and ongoing revision of the iApplicant - applicant tracking system
for Tara Cares and all supported facilities.
5. Oversees/Participates in the orientation of new employees at the Tara Cares
Support Office.
6. Conducts Exit Interviews for Tara Cares Support Office employees who
voluntarily terminate their employment.
7. Assists the Vice President of Human Resources in formulating and developing of
employee training for Tara Cares and supported facilities.
8. Assists VP of Human Resources with development and participates in monthly
Human Resources conference calls with supported facilities.
9. Consults with and provides guidance to Department Managers regarding
employee relations issues and application of Company policies.
10. Investigates and resolves employee issues reported to the Family & Employee
Hotline or to directly to the HR Support Office.
11. Functions as company representative in unemployment appeal hearings and
oversees submission of information from Tara Cares, Tara Therapy and Tara
Pharmacy.
12. Acts as main contact for third party vendors providing service for Tara Cares and
supported facilities in the areas of recruiting, unemployment claim processing,
drug testing and criminal background checks.
13. Provides employee relations and policy interpretation assistance to Regional
Human Resources Managers and facility Human Resources Representatives as
needed.
14. Responsible for ongoing administration of the Employee Service Award Program
for Tara Cares and all supported facilities.
15. Responsible for compiling of data and completion of required EEO-1 Reports for
Tara Cares, Tara Pharmacy, Tara Therapy and all supported facilities.
16. Develops and revises job descriptions as needed for Tar Cares, Tara Pharmacy
and all supported facilities.
17. Supervises and coordinates activities of the Human Resources Generalist.
18. Participates in benefit open enrollment as needed.
19. Other duties as assigned by the Vice President of Human Resources.

4. Supports and participates in common teamwork:
a. cooperates and works together with all co-workers;
b. plans and completes job duties with minimal supervisory direction,
including appropriate judgment;
c. uses tactful, appropriate communications in sensitive and emotional
situations;
d. follows up as appropriate with supervisor, co-workers and/or staff
regarding reported complaints, problems and concerns;
e. promotes positive relationships with the facilities with whom Tara Cares
has Administrative Service Agreements;
f. completes requirements for in-service training, acceptable attendance,
dress codes including personal hygiene, and other work duties, as
assigned; and
g. participates, as assigned, in the orientation of Tara Cares’ staff and
demonstrates a positive, helpful, and enthusiastic attitude.
5. Maintains Tara Cares’ standards by participating in educational opportunities
provided by the Company and by outside resources.

Perform tasks which are supportive in nature to the essential functions of the job, but
which may be altered or redesigned depending upon individual circumstances. Performs
other work duties as assigned.
Qualifications
Education/Training: Possesses a Bachelors Degree in Human Resources or related field
(or relevant professional experience to the position).

Requires manual dexterity sufficient to operate standard office machines such as fax,
copier, computer, telephone, etc. Requires normal range of hearing and vision. Must be
free from communicable diseases that pose a "direct threat" to the health or safety of
others and which cannot be eliminated by a reasonable accommodation. Must be able to
lift a minimum of 15 pounds, and be able to carry and transport supplies. Must be capable
of performing the essential functions of the job, with or without reasonable

Skill(s): Must possess proficient reading, writing, grammar, and mathematics skills;
proficient interpersonal relations and communication skills; decision-making skills, basic
computer skills; and be able to operate various types of office equipment. Must
demonstrate knowledge of safety techniques.
Experience: A minimum of five years of relevant Human Resources experience is
required. Knowledge of applicable State and Federal labor law pertaining to health care
workers.

Job Description
Job Title: Payroll Manager
Supervised By: Controller Supervises: Payroll Staff
General Description
Under the direction of the Controller, the Payroll Manager is responsible for the oversight
of all activities related to the in-house processing of the payrolls for supported facilities.
Essential Duties
1. Oversees the processing of in-house payroll for supported nursing facilities in
multiple states.
2. Oversees the processing of payroll for Tara Therapy employees in multiple states.
3. Oversees the processing of payroll for Tara Pharmacy employees in multiple
states.
4. Preparation of quarterly and annual tax filings at both the state and federal level.
5. Responsible for the maintenance of benefit accruals and payroll deductions.
6. Communicates regularly with facility management and staff regarding issues
affecting payroll and timekeeping.
7. Supervision of the payroll staff.
