Pay Range: $28.56 - $37.12 per hour, actual pay dependent on qualifications

Schedule: Part-time, up to 19 hours per week

Statement of Duties:  The Home Delivered Meals (HDM) Manager oversees all phases of home delivered meals in conjunction with the Food Service Manager, packs meals, schedules volunteers to deliver, prepares monthly billing, and builds a positive relationship with homebound elders.  Employee is required to perform all similar or related duties.

Supervision Required:   Under general supervision of the Director, the employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently with specific instruction.  The supervisor provides additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods.  The employee is expected to recognize instances, which are out of the ordinary, and which do not fall within existing instructions; the employee is then expected to seek advice and further instructions.  Reviews and checks of the employee’s work are applied to an extent sufficient to keep the supervisor aware of progress, and to ensure that completed work and methods used are technically accurate and that instructions are being followed.  In many cases, the work is self-checking, for example, requiring accounts to balance before proceeding.

Supervisory Responsibility: Employee, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. Supervisory functions typically consist of most of the following: plans, schedules and coordinates work operations to meet schedules, deadlines and priorities; revises work schedules to meet changes in workload or availability of manpower; recommends and justifies to higher levels of management changes in the organization of work, work methods or assignment of functions to positions that may affect staffing patterns, costs, work standards, etc.; assigns work based on varying capabilities of employees; assures that completed work meets the required standard of quality, timeliness and cost, taking corrective actions as necessary, including rejecting the work; recommends promotions, reassignments, pay increases or other personnel actions; oversees attendance and leave, typically including approval of ordinary sick and vacation schedules; advises employees of performance requirements and prepares formal evaluations of performance; gives advice and instruction on both administrative and work matters; informs subordinates of organizational policies, goals and procedures; resolves employee complaints and effects disciplinary actions, such as oral warnings and reprimands; has substantial responsibility for technical soundness of subordinates’ work. The employee is responsible for the supervision of volunteers.

Confidentiality: Has access to confidential information obtained during performance of regular position responsibilities in accordance with the State Public Records Law.

Accountability: Consequences of errors, missed deadlines, or poor judgment may include adverse public relations, monetary loss, legal repercussions, labor/material costs, jeopardize programs and danger to public health/safety.

Judgment: Well-defined or detailed rules, instructions, and procedures cover all aspects of work.  Judgment involves choosing the appropriate practices, procedures, regulations, or guidelines to apply in each case.

Complexity: The work consists of a variety of duties, which generally follow standardized practices, procedures, regulations, or guidelines.  The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation.

Work Environment: The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements.  Noise or physical surroundings may be distracting, but conditions are generally not unpleasant.

Nature and Purpose of Public Contact: Relationships with co-workers and the public involving frequent explanation, discussion or interpretation of practices, procedures, regulations or guidelines in order to render service, plan or coordinate work efforts, or resolve operating problems.  Other regular contacts are with service recipients and employees of outside organizations such as vendors, hospitals, and nursing home staff.  More than ordinary courtesy, tact, and diplomacy may be required to resolve complaints or deal with hostile, uncooperative, or uninformed persons. 

Occupational Risk: Duties generally do not present occupational risk with only occasional exposure to risk or stress. Minor injury could occur, however, through employee failure to properly follow safety precautions or procedures. Examples of injury include minor bruises from falls, minor cuts or burns, or minor muscular strains from lifting or carrying equipment or materials.  There is additional risk related to entering homes where health and safety may be compromised.

Essential Functions:

The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

1.      -Makes initial telephone contact with potential clients.

-Markets the program in the community.

1.      -Performs initial on-site or by phone assessment for new clients.

1.      -Maintains on-going contact with HDM clients to discuss requests and determine if frozen meals orders for weekends.

1.      -Creates daily delivery routes and schedules including client information, directions, special-delivery meal instructions.

-Coordinates volunteer drivers for those daily routes.

1.      -Coordinates, oversees and provides assistance and guidance to volunteer packers.

1.      -Works with the Volunteer Manager in scheduling and training volunteers to deliver meals.

1.      -Makes referrals to Community Service Manager or Coordinator as necessary to resolve specific concerns or make recommendations to other supportive services.

1.      -Serves as back up route driver in the event that a volunteer is unable to deliver the route.

-Works with Food Services Manager to ensure that all home-delivered meals meet the client’s specific nutritional needs.  Packs the meals for delivery.

-Generates monthly invoices using Schedules Plus and distributes to clients.

-Performs daily food preparation for some meal items, such as dessert and fruit.

-Notifies mandated reporters on staff if any concerns of elder abuse or neglect are noticed during home visits.

Recommended Minimum Qualifications:

Education and Experience: BS in Human services or social work or equivalent degree with one to three (1-3) years related work experience; or any equivalent combination of education, training, and experience, which provides the required knowledge, skills, and abilities to perform the essential functions of the job.       

Special Requirements: Must have a valid driver’s license, sign a confidentiality statement and pass a CORI/SORI and background check.

Knowledge, Abilities and Skill

Knowledge: Knowledge of food handling rules and good hygiene practices.

Abilities: Ability to interact in a positive and effective manner with people particularly older adults; ability to communicate orally in a clear, and concise manner; ability to receive, understand, and execute oral, and written instructions; ability to maintain detailed accurate records, and to prepare written and oral reports.

Skill: Knowledge and demonstrated usage of personal computers particularly word processing and spreadsheet applications; excellent organization, planning, customer service and public relations skills, as well and sensitivity to individual patrons’ needs.

Physical and Mental Requirements

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the position’s essential functions.

Physical Demands: Moderate physical demands are required to perform the work.  Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing.  There may also be some occasional lifting of objects such as books, office equipment and computer paper.

Motor Skills: Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone system, computer and/or most other office equipment, typing and/or word processing, filing, sorting and preparing food.

Visual Demands: Position requires the routine reading of documents and reports for understanding and analytical purposes.
