Andrew Morgan Consulting, LLC (AMC) seeks a Financial and Budget Subject Matter Expert (SME) with the knowledge, skills, and experience in DoD and Federal Plannning, Programing, Budgeting, and Execution (PPBE) processes to join our team. The successful candidate will possess a deep understanding of the intricacies of the decision points, personas, processes, data, and artifacts involved in the planning & budgeting, FP&A, and auditing envioronments. This individual will play a critical role in supporting strategic planning, resource allocation, and financila management activities. 

The Role. 

  • Facilitate the development and maintenance of detailed budgets, financial forecasts, and resource plans for DOD and Federal programs. 
  • Assist in the development of program objectives, performance measures, and budget justifications.
  • Implement change management techniques to increase adoption of technology automation and reporting.
  • Conduct analysis of program requirements and resource constraints to identify opportunities for optimization and efficiency improvements.
  • Monitor and evaluate the financial performance of programs, identifying variances and recommending corrective actions as needed.
  • Support the development of budget requests and submissions to Congress and other stakeholders.
  • Collaborate with stakeholders across the organization to ensure alignment of program goals and budget priorities.
  • Maintain a current understanding of federal budget processes, policies, and regulations to ensure compliance and best practices.
  • Lead and manage the direction of the technical automation team and partner with them to deliver well positioned products for the user community.

Minimum Qualifications. 

  • Bachelor's degree in finance, accounting, business administration, or a related field (Master's degree preferred)
  • 5+ years of experience in Federal or DOD budgeting
  • Excellent written and verbal technical communication skills.
  • Must be a self-starter with strong leadership qualities.
  • Work well with aggressive deadlines and minimal supervision.
  • Excellent organizational skills, good oral and written communication skills, be effective at communicating complex structures in a simple fashion and interacts positively with others.
  • Knowledge of business, technology and management principles involved in strategic planning, organizational change management, resource allocation, human resources practices, leadership techniques, and coordination of people and resources.
  • Experience with strategy, software development lifecycles, operations, change management, information security, and compliance.
  • Must be able to identify, evaluate and recommend processes, tools, technologies and/or products to meet business and budgetary requirements.
  • Well organized, thorough, and able to handle competing priorities.
  • Ability to maintain focus and develop proficiency in new skills rapidly.
  • Occasional travel and extended hours may be required.
  • Active DoD SECRET Clearance.

Desired Skills.

  • Expertise in automation of planning and budgeting processes leveraging tools such as OneStream or Oracle Hyperion. 
  • Experience with facilitating adoption using change management best practice approaches such as ADKAR or ProSci. 
  • Knowledge of industry leading technology best practces including familiarity with technology methodologies such as ITIL, Agile, DevOps. 

Location. 

Hybrid. This position is primarily remote; however, the client may require on-site meetings in the Washington DC Metro Area. 

Salary. 

Salary is commesurate with both experience and location.
