Summary:
Under the direction of the Chief Administrative Officer, the Director of Title and Rights is responsible for the overall operations of the Lil’wat Nation Title & Rights Department including the assertion and protection of Lil’wat Nation rights, title and interests throughout Lil’wat traditional territory. This role includes engaging with the private section and governing agencies on land use matters, conducting fisheries, environmental, and archaeological field work, managing Lil’wat cultural data and GIS, implementing on-reserve land use policies. The Director will be expected to be proactive and supportive of all Lil’wat Nation lands policies and strategies and work closely with the Chief Administrative Officer and Chiefs and Council regarding territory land use matters.
Key Responsibilities and Deliverables:
- Managing and overseeing responsibilities of all staff in the Title & Rights Department;
- Planning, managing and being accountable for the department budgets and expenses;
- Implementing existing land use policies and procedures, and initiating new policy development where required;
- Engaging in consultations and negotiations with the private sector and Provincial, Federal and local governments regarding Lil’wat Nation aboriginal rights and title;
- Working cooperatively as a team member and supporting the professional development of staff;
- Fulfilling other duties as directed by the Chief Administrative Officer.

Boards and Committees
The Director is responsible for Lil’wat Land Use Referral Committee and Lil’wat Land Management Board.
Role Specific Duties
- Implementing existing land use policies and procedures, and initiating new policy development where required. These include the Lil’wat Land Use Plan and Lil’wat Community Land Use Plan.
- Ensuring the integrity of the Lil’wat Nation Traditional Territory;
- Researching funding opportunities & preparing written proposals;
- Engaging in consultation processes with Provincial, Federal and local governments regarding aboriginal rights and title issues;
- Participate in strategic projects and negotiations;
- Fulfilling other duties as directed by the Chief Administrative Officer.
Financial Management
- Responsible for full-budget cycle including departmental work planning, budget development, and monthly financial reviews. Complete appropriate research to ensure budget accuracy.
- Where requested, complete quarterly forecasts
- Delegating budgetary responsible to program managers or other staff as required.
- Ensuring accuracy of information for monthly financial statements by ensuring that invoices are submitted,
- Ensuring that Budget Amendment Forms are completed where necessary.
- Deliver maximum amount of service for available funding by ensuring that work is completed in a cost-effective way and seeking new departmental revenue sources where required.
- Responsible for completion of all departmental reporting.
Program Delivery
- Responsible for aligning Lil’wat Nation Strategic Plan with departmental plans, annual workplans, and financial budgets.
- Responsible for identifying key goals and objectives in the annual budget process.
- Responsible for delivering on goals and objectives outlined in the annual budget process, reviewing on-going priorities and adjusting priorities on an on-going basis.
- Responsible for quarterly reporting to Chiefs and Council on departmental successes and challenges
- Responsible for bringing forward issues to the appropriate person on a timely basis.
Leadership
- Responsible for all Title & Rights Department staff, including conducting annual performance reviews
- Communicate key organizational, community and political priorities
- Sets clear direction and expectations for team and individuals. Ensures teams have clear goals and objectives aligned to direction of Lil’wat.
- Ensure that staff meetings, one-on-ones or other meetings are conducted
- EOS Results are used to guide human resource management decisions
- Elevating key issues to Human Resources, the CAO or Governance.
- Ensure that issues such as conflict, performance or other matters that affect department productivity are managed as soon as they arise.

Experience and Attributes:
- Post-secondary degree, preferably Public Administration, Indigenous Affairs, Planning or Resource Management;
- Understanding of the law regarding aboriginal rights and title;
- Understanding of accounting, budgeting and financial oversight processes;
- Proven experience working with First Nations as it relates to land and resources;
- Ability to foster strategic alliances and engage in potentially complex negotiations;
- Good character and professional stature;
- Excellent verbal and written communication skills;
- Demonstrated supervisory or leadership experience;
- Proficiency in office computer software, including Microsoft Office; and
- Knowledge and understanding of Lil’wat Nation culture and history
- Valid Class 5 Driver’s License & clean Driver’s Abstract with access to a vehicle.
- Must be able to provide a clear Criminal Record Check, Vulnerable Sector
