Director of Human Resources

POSITION SUMMARY: The Director of Human Resources serves all diocesan locations including Pastoral center and extended offices as well as parishes and schools located withing the Diocese of Houma-Thibodaux in areas of employment, benefits, employee relations and legal compliance in all aspects of human resource management in line Catholic teachings. The Director acts in a consultative role to all strategic partners including the executive leadership team, pastors, principals/presidents, and diocesan directors. The director strives to maintain efficient and effective administration of diocesan benefits; and, as needed, provide special guidance and assistance to all associated locations and employees of the diocese by instructing, consulting, and monitoring benefits programs.

 ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE THE FOLLOWING:

  • Supervisory Function
    • Oversee, direct, guide, supervise HR staff.
    • Update and keep current job descriptions for HR staff.
    • Conduct annual performance evaluations for HR staff.
    • Conduct regular HR staff meetings and coaching sessions.
    • Assist HR staff with setting personal & organizational goals.
    • Approve and manage all time and attendance for HR staff.
    • Maintains and oversees creation of HR Budget
  • Executive Leadership
    • Provide HR related guidance to Executive Leadership Team
    • Oversee maintaining all diocesan personnel files.
    • Use expertise and best practices to keep executive Leadership Team abreast in all areas of compliance for HR related and Safe Environment Assist, establish, update Compensation Plan for diocesan staff.
  • Strategic Partner (Pastors, Principals, & Diocesan Directors)
    •  Consultant to all pastors, principals/ presidents, and diocesan directors in all areas of personnel including but not limited to:
      • Supervise the Human Resources Representative on employment matters (job posting, job descriptions, interviewing, hiring, compensation, onboarding, etc.)
      • Personnel related policy-Establishing and updating all personnel policies.
      • Compensation Program-establishing and updating all compensation programs.
      • Assists with all personnel related matters.
      • Escalated level for all HR related programs.
  • Legal and Compliance (policy and benefits)
    • Ensure all policies and procedures are in compliance with federal law, state law, canon law, and diocesan protocols.
    • Work directly with personnel attorney and liability insurance company related to personnel matters.
    • Ensure all locations are following all aspects of legal/ compliant areas.
    • On-going continuing education in the area of legal and compliance
  • Health Plan Administrator/ Retirement Plan
    • Responsible for maintaining benefit compliance for all plans.
    • Work with benefits consultants retained by the diocese for all plans.
    • Work with the Human Resources Generalist to evaluate financials on a monthly, quarterly, yearly basis.
    • Recommend benefit plan design at annual review.
    • Oversee all benefit communications for all employees and administrators
    • Assist in annual open enrollment.
    • Escalated level for all benefit programs.
  • Continuing Education
    • NACPA annual convocation and LASHRM annual conference as allowed by the budget.
    • Participate in continuing education webinars, seminars, etc. to maintain and receive updated knowledge.
    • Attend the SHRM National conference when local and as budget allows.
    • Attend local Bayou SHRM monthly meetings whenever possible.
    • Membership to NACPA, SHRM, and Bayou SHRM as budget allows.

 

THIS POSITION SUPERVISES: HR Generalist and HR Representative

 QUALIFICATIONS TO PERFORM THE JOB SUCCESSFULLY:

 Education and/or Experience: 

  • Bachelor’s degree plus 10 years HR experience
  • PHR, SPHR, or SHRM-CP Certification in Human Resources preferred.
  • Specific experience in non-profit or religious organization preferred.
