Director of Housing

The Director of Housing is responsible for directing and coordinating Housing Programs under the MCSS portfolio. In alignment with the agency’s strategic plan, they are responsible for setting operational direction for the portfolio, oversight of Department managers (exempt staff) working in shelter and supportive housing. The Director leads teams responsible for housing operations, tenancy management, facilities, and community support services, ensuring high-quality service delivery and strong organizational performance. The Director works closely with the Executive leadership team and is expected to uphold organizational excellence, advance MCSS’s mission through housing, and help increase impact through continuous improvement and growth.
What you'll be doing:
- Ensures that operations are managed and operated in accordance with MCSS’s Mission, Vision, Values, Policies and Procedures
- Ensures that site operations are in accordance with all relevant legislation.
- Ensures that service and support are provided in accordance with the principles and philosophies of client centred and trauma-informed care.
- Develops and implements an operational plan that incorporates goals and objectives that contribute to the strategic direction of the organization.
- Identifies, assesses, and informs others of internal and external issues that affect this program area.
- Acts as an MCSS representative on behalf of this area of responsibility including communicating with stakeholders such as BC Housing and Fraser Health to keep them apprised of community and operational issues.
- Represents the program area at community activities to enhance the organization's community profile.
- Establishes good working relationships and collaborative arrangements with community groups, funders, local politicians, and other organizations to help achieve the goals of the organization.
- Ensures that the operation of the department meets the expectations of funders and other regulatory bodies, including BC Housing, CARF, and other key stakeholders.
- Oversees the efficient and effective day-to-day operations of the department.
- Drafts policies for approval and develops new standards. Prepares procedures to implement departmental policies, reviews existing policies on an annual basis, and recommends changes as appropriate.
- Works collaboratively with Human Resources and Administration team to establish partnerships with educational Institutions for the placement of practicum students.
- Oversees the planning, implementation and evaluation of the department’s programs and services in accordance with MCSS’s strategic plans. Provides continuity between the various sites and diverse types of clients.
- Oversees the planning, implementation, execution, and evaluation of special projects, e.g. BC Housing Operational Reviews.
- Researches funding sources and assists in proposals for new initiatives and development of innovative programs.
- Responds to Expressions of Interest or Requests for Proposals from Health Authorities, BC Housing, municipalities, and other organizations; supports other program areas by developing and submitting proposals which increase the funds of the organization and the number of programs.
- Ensures the establishment and ongoing maintenance of a psychologically safe, positive, and legally compliant healthy work environment.
- In collaboration with housing managers, determines staffing requirements and helps ensure appropriate staffing levels are maintained.
- Monitors the performance of managers. Complete probationary and regular annual performance reviews with direct reports. Support managers in their discussions on performance concerns and support in conjunction with HR employee action plans when required.
- Provides on-going support, coaching/mentoring, recognition, and direction to department managers to enable them to achieve a high standard of practice.
- Ensures that on-going professional development and training is provided for employees.
- Interprets and ensures compliance with the Collective Agreement. Participates in the grievance process as a management team representative. Initiates progressive discipline up to and including suspension and termination of employment in conjunction with Human Resources and Administration Manager, Executive Director. Ensures appropriate documentation is prepared.
- Works with the Director of Finance to provide oversight of and manage budgets in the department.
Approves expenditures within the delegated authority. Administers the funds of the organization according to the approved budget and monitors monthly financial statements. Identifies causes of variances, provides solutions, and ensures implementation of necessary changes in a timely manner.
- In collaboration with the Facilities Manager, ensures assets are maintained (building upkeep, renovations) and future development.
- Participates in fundraising activities as appropriate.
- Other duties as assigned.
What you bring:
Bachelor’s level degree in Arts, Social Science, Social Work, Business Management, housing management accreditation or related field or an equivalent combination of experience and education acceptable to MCSS.
- 7+ years of progressive leadership experience in housing, social services, property management, community development, or related sector.
- Experience managing in a unionized environment.
- Experience leading diverse teams in a multi‑site or complex service environment.
- Proven experience working with government funders and meeting regulatory requirements.
- Current First Aid/CPR (or able to obtain upon employment)
- Successful completion of a criminal record for the vulnerable sector.
- Nonviolent crisis intervention and mental health first aid an asset.
- Excellent communication, interpersonal, and conflict‑resolution skills.
- Financial literacy and experience managing multi‑million‑dollar budgets.
- Ability to work collaboratively with community partners and stakeholders.
- Commitment to equity, diversity, inclusion, and trauma‑informed practice.
