Cost Estimator
Andrew Morgan Consulting, LLC (AMC) is a fast-growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone SB. We are currently seeking a qualified Defense Cost Estimator to join our team supporting our client, Defense Health Agency (DHA).
RESPONSIBILITIES:
The Cost Estimator will provide cost estimation support for acquiring Defense Health Systems. This role involves working with the Financial Planning & Analysis (FP&A) Team to assist in budgeting, including work plans and financials. The candidate must manage multiple priorities while delivering high-quality results on time. Effective communication of findings and deliverables to AMC team members, clients, and external stakeholders is essential, using methods such as white papers, reports, presentations, and dashboards. The ideal candidate thrives in a fast-paced environment, adapts to client needs, and applies innovative, solutions-oriented approaches to tasks and projects. Experience with the Department of Defense (DoD) is preferred, and candidates with this background are encouraged to apply.
- Develop cost estimates for the acquisition of Defense Health Systems.
- Utilize advanced statistical techniques to collect and normalize data; conduct multivariate regression, risk analysis (e.g., Monte Carlo simulations), cost improvement curve analysis, uncertainty analysis, sensitivity analysis, and inflation analysis.
- Develop and refine cost estimates by analyzing historical data and using quantitative models to predict future program costs.
- Use program office estimate data to create detailed program office spending plans.
- Collaborate with Financial Lead to meet client budget goals
- Organize meetings to ensure budgetary support activities meet client and team constraints
- Demonstrate expertise in financial, project, and program management principles
- Collect, compile, analyze, and present data effectively
- Complete assigned tasks within deadlines
- Communicates with internal and external customers and stakeholders.
- Present data and process analysis results to clients using various communication methods; oral, visual, and written communications.
- Conduct quantitative and qualitative analyses to improve business workflows and recommend planning for corrective courses of action.
- Implement and track program and project goals and objectives
- Ensure workforce and funding requirements align with organizational missions
- Support contract proposal evaluations, negotiations, and acquisition management.
REQUIREMENTS:
- Bachelor’s degree in Business, Management, Finance, Accounting, or related field
- CCEA or PCEA Certification
- 5 years of cost estimation experience
- Knowledge of DoD Instruction 5000.73 Cost Analysis Guidance and Procedures
- Familiarity with MIL-STD-881F Work Breakdown Structure
- Proficient in ACEIT tools (including ACEIT Librarian and POST)
- Ability to create reliable Program Office Estimates (POEs) and Life Cycle Cost Estimates (LCCEs)
- Experience refining cost models based on changes in specifications and proposals
- Capable of providing cost estimating, analysis, and documentation support
- Understanding of Software Development Life Cycle (SDLC) for cost estimation
- Ability to identify cost and technical risks and assess program cost impacts
- Proficient in Microsoft Office Suite, especially Excel
- Experience with contracts, budgeting, and program acquisition processes
- Skilled in budgeting and making data-driven recommendations
- Familiar with financial data and Planning, Programming, Budgeting, and Execution (PPBE)
- Ability to present data-informed recommendations
- Experience leading client meetings
- Use of agile or project management methodologies to meet deliverables and budget constraints
PREFERRED QUALIFICATIONS:
- Budget or Accounting Analyst with extensive user-level General Fund Enterprise Business System (GFEBS) experience
- Earned Value Management (EVM) experience
- DoD Financial Management Certification Level II (DFMC-2)
- DoD-recognized Test-based FM Certification (See DoD FM Certification brief for list); or DAU Practitioner Certification in Business Financial Management (BFM) or Business Cost Estimating (BCE)

Salary is commensurate with both location and experience.
