Cameo Consulting Group, LLC is seeking a Contract Specialist to support a current Federal client in Fredericksburg, VA. All work is long-term in nature, full-time, and available immediately.

The following represents basic responsibilities and tasks to be performed and the qualifications of an ideal candidate:

TASKS/RESPONSIBILITIES:

  • Assisting with pre-award acquisition planning
  • Assist in the development of actionable procurement packages, clarity, and refining requirements and/or resolve problems
  • Assist in the development of synopses and, solicitations.
  • Provide subject matter technical expertise in supporting Integrated Product Teams (IPTs) with input and support from other analyst and subject-matter specialists
  • Provide recommendations on acquisition strategy planning and have a schedule to meet the Director of Procurement contracting objectives.
  • Conduct market research to include gathering the required information from VA and Federal contracting activities.
  • Prepare acquisition documents applicable to procurements for the review and approval of the Contracting Officer. Examples are as follows:
  • Prepare Market Research Documents for review and approval by the CO
  • Prepare Performance Work Statements (PWS)/Statement of Work (SOW)/ Statement of Objectives (SOO) for review and approval by the CO.
  • Prepare Quality Assurance Surveillance Plans for review and approval by the CO.
  • Prepare electronic synopsis announcements for FBO for approval and issuance by the CO.
  • Prepare Request for Proposals/Quotes (RFPs/RFQs) for review and approval by the CO.
  • Prepare amendments to solicitations for approval and issuance by the CO.
  • Construct agency reports and draft other correspondence/documents in response to protest actions or other claims against the agency.
  • Prepare source selection plans and other source selection documents for the CO’s review and approval.
  • Support and attend as required, meetings, pre/post-award conferences, and site visits.
  • Provide administrative support for the proposal evaluation of past performance and cost/price evaluation processes.
  • Track acquisition milestones and notify the CO 5 business days before milestone is met.
  • Access, populate, and analyze information in databases.
  • Maintain specialized databases and assist with website maintenance to include upload of data collected from usage of VA contracts.
  • Assist in the preparation for discussions/communications with offerors.
  • Interfacing with contractors to assist in planning and scheduling the preparation and submission of required requests for proposals/quotes.
  • Analyze source selection decision documents (technical evaluation, past performance, and price) to ensure the government’s evaluation is reasonable, equitable and dependable.
  • Prepare contracting action packages for peer, clearance, and other procedural oversight reviews
  • Input contracting information into an electronic contracting system and ensure data is current and accurate.
  • Review of modification packages (unilateral, options, bilateral) to ensure consistency across all contracts for the accomplishment of the required change. Suggested corrections are sent back to CO or CS
  • Review change order proposals and making recommendations to the Government regarding the adequacy of proposals.
  • Assisting the government in support of change order negotiations.
  • Perform contract management and administration to include modifications, correspondence, internal documentation, reports, etc.
  • Assisting with other contractual actions required to ensure overall management of current contracts in a timely, accurate and effective manner in compliance with FAR, VAAR, and applicable Contracting Office internal processes and procedures.
  • Perform contract closeout to include identifying eligible closeouts, working with eligible contract owners to ensure the file is ready to be moved (final CPARs in the briefcase, invoices paid, etc.), working with Closeout POC to move ready files
  • Provide accurate responses to data calls and requests for information from management within the required timeframes.
  • Provide administrative support including typing, meeting facilitation, filing distribution of reports, data entry, and preparation of presentations, meeting scheduling and other administrative duties to include participation in various working groups.
  • Contract Performance Assessment Reporting System (CPARS) support (e.g., coordinate with customers to complete the forms, upload past performance information into the system after CO approval, act as CPARS focal point, keep track of all contracts requiring a report, etc.)
  • Analyze, review and provided recommendations on subcontracting plans for coordination with OSDBU
  • Track electronic subcontracting reporting system submissions and deliverable management
  • Investigate reports of contract discrepancies/performance
  • Upload files and distribute contract documents to the appropriate repositories/end users
  • Review and prepare contract notices (i.e. advise customers of the appropriate timeline to ensure follow-on contract actions are initiated so as not to have a gap in service and letting customers know their contract are ending in 6 months or more).
  • Prepare and update contract action taskers, reports, Program Management Review (PMR) slides, Item Master Schedules (IMS), and provide leadership with routine contract action updates.
  • Electronic Contracting Management System (eCMS) briefcase/folder management (i.e ensure documents are loaded, tagged, and titled correctly in briefcase)
  • Provide audit support (i.e. Review monthly vendor reports and compare against monthly eCERT reports, check eCERT monthly summaries for accuracy and completeness, and conduct invoice reviews and assist in COR surveillance).
  • Support other pre/post-award contract tasks as required

QUALIFICATIONS:

  • Bachelors Degree Preferred
  • Federal Acquisition Certification in Contracting (FAC-C) Level II/ Defense Acquisition Workforce Improve Act (DAWIA) Level II OR industry equivalent experience

OTHER QUALIFICATIONS

  • Ability to perform administrative tasks
  • Ability to perform a variety of administrative functions
  • Expertise in Microsoft Office Suite (MS Word, Excel, PowerPoint, Outlook)
  • Strong oral and written communications skills
  • Excellent analytical, organizational, and time management skills.
  • Shall have experience with computers.
  • Shall have experience and efficiency in word processing and data entry.
  • Shall have experience in gathering data, compiling information and preparing reports.
  • Shall be able to read, write, speak, and understand English well enough to effectively communicate with customers.
  • Exceptional interpersonal and communication skills.
