Commercial Contracts Manager - Houma, LA

Main Purpose:
The Commercial Contracts Manager is the custodian of commercial integrity for the region—owning commercial operations, contract management, and profitability across bids, proposals, and delivery. You’ll lead pricing and negotiation strategies, optimize gross margin, manage risk, and ensure compliance with company policies and relevant legislation. This role partners closely with Sales/BD, Operations, Engineering, Finance, and Legal to drive win rates, cash flow, and commercial performance.
Key Responsibilities:
Commercial Strategy & Planning
- Lead the regional commercial strategy to improve financial performance, margin expansion, and cash conversion.
- Partner with the regional leadership team to develop, present, and monitor the annual regional business plan and associated action plans.
- Prepare monthly progress and management reports with clear insights and measurable KPIs.
Proposal / Bidding (RFQ/RFP/Tenders)
- Collaborate with Sales/BD and Operations to design competitive bid strategies that mitigate commercial risk and align execution with contractual terms.
- Review T&Cs, elevate deviations against Contracting Principles to appropriate management, and document qualifications/exceptions to limit unreasonable risk.
- Identify neutral or positive cash flow structures for client proposals and supplier terms.
- Audit bids/proposals post submission, capture client feedback, and drive continuous improvement in quality and win rate.
Contracting & Negotiations
- Lead commercial negotiations and key meetings with clients, subcontractors, and suppliers to secure favorable terms and outcomes.
- Review contracts/purchase orders for alignment with the submitted proposal and subsequent negotiations prior to acceptance.
- Track and facilitate approval/renewal of MSAs and annual/multi-year rate agreements.
Post Award & Project Commercials
- Develop and circulate contract summaries for internal stakeholders as part of project start up; ensure clarity and compliance.
- Guide Operations on commercial/contractual matters during execution; attend contract reviews/QPRs.
- Lead cost reporting, cost control, and proactive management of project/contract commercial performance (variance analysis, change orders, extensions, amendments).
- Conduct timely rate reviews and KPI scheme updates; implement changes following required approvals.
- Contribute to month end reviews and reporting; maintain accurate contract documentation and update the Contracts Database.
Processes, Compliance & Governance
- Keep procedures and processes current and aligned with operational needs; provide training and conduct audits to ensure compliance.
- Serve as custodian for commercial compliance in accordance with company policies.
- Ensure compliance with the Sparrows Tender & Contract procedure (OPF1) through annual audits and training.
- Maintain an up to date library of commercial documents supporting tendering and enquiry responses.
Skills & Qualifications:
- 10+ years in commercial operations, project management, or contract negotiation.
- Experience in estimating, proposal development, and business planning.
- Strong contract management, financial analysis, pricing, and negotiation skills.
- Excellent presentation, stakeholder management, and written communication skills.
- Proven experience in project management, execution plan development, estimating, and proposal development.
- Bachelor’s degree or equivalent certification.
