Title: Capture and Growth Officer
Location: Remote

The Capture and Growth Officer will play a critical role in driving business development efforts, strategic bid management, and ensuring smooth proposal and operational processes for DSD Labs.  As a member of DSD’s leadership team, this high-impact position will have the opportunity to support various leaders and drive strategy to grow the organization’s portfolio. This position requires strategic thinking, strong relationship-building skills, and the ability to coordinate across teams to achieve organizational goals.

Key Responsibilities:

  1. Opportunity Identification & Partnering:
  • Proactively identify upcoming opportunities (pre-RFI/RFP) and assess suitability.
  • Research and engage with the best teaming partners for each opportunity.
  • Build relationships with contracting offices and SBA representatives to gather the latest insights and updates.
Pipeline Tracking & Proposal Coordination:
  • Continuously build and maintain DSD’s opportunity pipeline by identifying key plays within the industry, proper partners, and strategizing on which agencies DSD should seek to work with.
  • Act as internal team lead for RFP process, manage relationships with external partners involved in the RFP process as needed.
  • Monitor and manage the vehicle pipeline, RFP schedules, and proposal timelines.
  • Organize the DSD team and external teaming partners for seamless proposal development.
  • Provide support for proposal writing, stepping in as needed to ensure quality and timely submissions.
  • Partners with finance to identify the needed resources based on specifications of work and properly price said work based on a variety of pricing models (firm fixed price, time & materials, etc).
Business Development:
  • Develop a deep understanding of DSD’s capabilities and identify the internal technical experts.
  • Support the President and other applicable key players with business development (BD) efforts by refining DSD’s marketing materials around capabilities to align with client needs.
  • Identify key “asks” when engaging with new BD contacts to align efforts with strategic goals.
Training & Platform Utilization:
  • Act as internal SME on procurement/government process
  • Train internal team members on using government procurement platforms such as Sam.gov, GovWin, Deltek, and others to improve efficiency.
Contract Transition & Operational Support:
  • Support the seamless transition from contract win to operations, including onboarding new clients and launching projects effectively.
  • Lead efforts to ensure operational success post-award, coordinating with internal teams and partners for smooth delivery.
    (Note: This will be a key responsibility, expanding as the role evolves.)
Operational Improvement & Strategy Development:
  • Drive initiatives to improve DSD’s operations, including the development and refinement of strategic plans, CMMI/ISO certifications, and process improvements.
  • Manage registrations and compliance across platforms like Sam.gov and other relevant portals.
  • Create and maintain organized, accessible shared folders for better collaboration and knowledge management.

 

Skills and Qualifications you must have:

  • BA/BS degree
  • Proven success in a capture or business development role within the government contracting industry required. 
  • Proven experience in business development, proposal management, or capture roles, preferably within government contracting.
  • Success working with Department of Defense agencies, preferably Air Force or Navy.
  • Strong understanding of the federal procurement process, including pre-RFI/RFP stages.
  • Familiarity with Sam.gov, GovWin, Deltek, and similar platforms.
  • Comfortable with various pricing models
  • Ability to quickly learn DSD’s business, technical capabilities, internal resources strengths, and weaknesses, and provide internal counsel on how to win more work based on these aspects of the organization. 
  • Extremely detail orientation
  • Exceptional organizational, communication, and leadership skills.
  • Ability to work independently and manage multiple priorities under tight deadlines.

 

 

Skills and Qualifications we’d love for you to have:

  • Experience with operational transitions and post-award contract management is a plus.
  • Technical background in IT preferred but not required.  This person will need to understand “what DSD does” to evaluate RFPs and potential new work.  A technical background, while not required, will be extremely beneficial in this role
  • Project Management Professional Certification preferred but not required
