Job overview:
Hope Human Services is seeking an experienced Board Certified Behavior Analyst (BCBA) to serve as the primary clinical authority for behavioral assessment, intervention and Exception to Policy (ETP) with oversight of restrictive procedures for Supported Living and Community Protection Services in Pierce County, with consultation support to other regions as needed. This is a consultative, person-centered role focused on high-quality clinical leadership, data-driven decision-making, and collaboration across multidisciplinary teams.
Essential Functions & Clinical Authority
- Serve as the primary clinical authority for Functional Assessments (FA), Functional Behavior Analyses (FBA), Positive Behavior Support Plans (PBSP), and restriction justification.
- Design, implement, monitor, and revise PBSPs for individuals with complex or high-risk behaviors.
- Ensure all clinical practices align with least-restrictive, person-centered principles, DDCS policy, WAC, RCW, and organizational mission.
- Evaluate the clinical necessity of restrictive interventions, including ETP-level restrictions, and make recommendations to continue, modify, fade, or halt interventions as needed.
- Participate in and contribute to internal clinical team meetings.
ETP & Regional Clinical Team (RCT) Responsibilities
- Lead the clinical development and justification of ETPs in collaboration with the Operations Teams and Quality Assurance (QA).
- Maintain accountability for ETP timelines, deliverables, RCT submission requirements and data requests.
- Serve as the primary clinical representative in RCT meetings.
- Collaborate with Operations and QA to ensure defensible, high-quality behavioral data.
- Stay current on DDCS policy updates and provide consultation or training as needed.
- Make strategic clinical and operational recommendations to leadership.
Data Oversight & Clinical Effectiveness
- Design and oversee behavioral data collection systems across programs.
- Monitor data quality, accuracy, and reliability; require corrective changes when standards are not met.
- Conduct in-depth data analysis to evaluate intervention effectiveness.
- Present clinical outcomes and effectiveness data to leadership.
- Collaborate with Quality Assurance on audits.
- Develop and deliver training on behavioral principles, PBSP implementation, and documentation standards.
- Provide ESL-accessible training using visuals, modeling, and plain-language instruction.
- Conduct competency validation, coaching, and provide corrective coaching.
- Build internal behavioral consistency and capacity across programs.
Crisis Response & Clinical Consultation
- Provide on-call clinical consultation during crises or hospitalizations via phone or email.
- Coordinate with Designated Crisis Responders (DCRs) and hospital staff as needed.
- Lead post-crisis postvention activities following crisis events.
- This role is consultative only and does not include direct care responsibilities.
Qualifications
- Current BCBA certification in good standing with the State and through the Behavior Analyst Certification Board (BACB).
- Proven experience working with complex behavioral presentations and restrictive interventions.
- Expertise in data-driven clinical decision-making
- Knowledge of Washington State DDCS policies, WAC, and RCW
- Strong analytical skills.
- Strong interpersonal communication, collaboration, training, and consultation skills
