Assistant Director of Drug & Alcohol Services

Responsible to:          Director of Behavioral Health & Drug and Alcohol Services

Job Summary:

Salary: $55,000

The Assistant Director of Drug and Alcohol Services is a Drug and alcohol and Behavioral Health Clinician with demonstrated leadership skills and clinical experience.  The Assistant Director of Drug and Alcohol Services provides administrative leadership to Drug and Alcohol and Behavioral Health clinicians and program staff in the area of program expertise and also performs direct clinical care responsibilities as needed.

The Assistant Director of Drug & Alcohol Services demonstrates an advanced level of clinical knowledge in substance abuse and mental health, communication and interdisciplinary collaboration, professionalism, and systems-based practice.  This role works with program directors, nursing, physician, and program staff to assure safe, effective, quality client care and to promote Three Rivers Youth’s mission.

In addition, this position assists in providing direction and leadership to ensure Three Rivers Youth meets the ‘Quadruple Aim’ of great client care and improved risk factors and health within a value-driven structure.  This individual is responsible for supervisory and administrative practices and functions, clinical evaluation, role optimization, advocacy and education related to Drug and Alcohol and Behavioral Health practices and professional development, and direct service to patients in the applicable care model.

Job Status:  Full-Time, Exempt

Primary Functions:

  1. Leadership and Personnel Management: 
  2. Promote the growth of Drug and Alcohol and Behavioral Health staff in areas of leadership, clinical excellence, patient-centered care, education, and organizational involvement to meet the identified goals and needs of the employee and organization.
  3. Monitor, support, and provide hands-on teaching to clinicians/staff in their practice management to meet expectations for good client care and industry standards.
  4. Responsible for needs assessment and monitoring of D&A and Behavioral Health Clinician engagement in their professional practice and client care.  This includes regular attendance at D&A and Behavioral Health Leadership meetings, leading D&A or Behavioral Health meetings, attending yearly site-specific meetings with D&A or Behavioral Health Clinicians, and participate in activities related to improving engagement, professional work-life balance, and work satisfaction.
  5. Works closely with staff to address day-to-day site issues, ensure solid onboarding of new staff, and support other areas under the scope of the Director.
  6. Ensure D & A and Behavioral Health staff comply with appropriate state and federal rules and guidelines.
  7. Provide annual performance reviews with input from key stakeholders.
  8. Manage hiring, disciplinary, and dismissal processes for direct reports.
  9. Participate in and/or lead initiatives to promote and grow D&A and Behavioral Health Services. 

Clinical Practice:

  1. Provides Substance Abuse and Mental Health services – including assessment, treatment planning, and intervention.  Outpatient programs may include family, individual and group therapy sessions.
  2. Develop individualized treatment plans to fit the needs of each client using appropriate diagnostic and client criteria.
  3. Conduct individual, family, and group counseling using methods consistent with evidence-based practice and a brief, focal model of care when appropriate.
  4. Utilize outcome tools to determine client progress.
  5. Coordinate client care with MD, PhD., other specialty providers, schools, and families via written and verbal communication.
  6. Arrange for appropriate care within the Three Rivers Youth system or through outside providers as prescribed in policies and procedures.
  7. Ensure that each client’s rights are protected and that they are provided with appropriate interventions based on ability to participate, cultural concerns, and diagnostic impression.
  8. Participate in quality initiatives, file reviews, and quality utilization review activities as requested.
  9. Share expertise and clinical impressions with team members and trainees.
  10. Facilitate and participate in clinical care conferences.
  11. Attend and actively participate in staff meetings and trainings.
  12. Maintain progress notes and other documentation required for the client's record and utilization management within the timelines outlined by TRY.
  13. Develops, monitors, and reviews treatment plans based on clinical necessity agency policy and state regulations.
  14. Conducts initial interviews, completes psychosocial histories, and develops aftercare plans with clients. 

24.  Responsible for billable hours as needed.

  1. Plans and coordinates program services and activities.
  2. Responds to initial referral and subsequent crisis and connects to appropriate level of care as needed.
  3. Responsible for planning, managing, and coordinating the treatment process for individual clients.  Administers and interprets various assessments with clients as necessary. 
  4. Responsible for provision of individual and group psychotherapeutic services for clients, and family therapy for the families to whom they are assigned, in accordance with the treatment plan.
  5. Serves as the agency’s primary liaison to outside individuals and agencies involved in, or necessary for, the treatment of clients to whom they are assigned.

OTHER RESPONSIBILITIES:

1.      Maintains contact with referral agencies and other service providers.

2.      On an as-needed basis, may be required to provide on-call support.

3.      Conducts follow-up with discharged clients at 30, 60, and 90-day intervals.

4.      Provides consultation to the directors, team, and individual staff of the assigned unit(s), concerning treatment needs and strategies regarding the clients and families, and for the development and monitoring of a therapeutic environment.

5.      Schedules and facilitates meetings with clients, parents, and other service providers. 

6.      Attends and participates in supervision meetings weekly.

7.      Provides leadership and oversight to non-clinical staff in prevention, intervention, case management and recovery support.

REQUIRED SKILLS, KNOWLEDGE, and ABILITIES:

3.      Solid grasp of practice models as applicable to the area of clinical practice and an ability/willingness to learn and supervise new models and modalities

4.      Knowledge of legal guidelines relating to drug and alcohol counseling

6.      Demonstrated ability to utilize data in guiding and supporting practice

7.      Demonstrates a professional demeanor.

11.  Ability and eagerness to learn necessary administrative and business components to support practice management, process improvement, hiring, and performance management

WORKING CONDITIONS:

While performing the duties of this job, the employee is regularly required to talk and hear.  The employee frequently is required to stand; sit, and walk; use hands; reach with hands and arms; the employee must occasionally lift or move up to 25 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus. 

Proper diction and command of the English language is required.  Individuals must be able to exercise independent thinking and good judgment under all circumstances.  Reliable transportation is necessary for this position.

QUALIFICATIONS:

A Master Level Professional is necessary for this position.  A Master’s Degree from an accredited college or university, preferably in the social work, psychology, counseling, marriage and family therapy or doctoral-level experience, as well as three years experience in behavioral health or substance services to individuals, is required and one (1) year of progressive relevant leadership experience.  Basic knowledge and understanding of DSMV, trauma-informed care, family systems, and psychodynamic theory is necessary.  Verbal and written communication skills and individual and group counseling is required. Individuals must have a valid PA driver’s license and reliable transportation.
