B004 Purchasing Specialist
Cameo Consulting Group, LLC, a management consulting practice based out of Alexandria, VA, is seeking a few experienced Purchasing Specialists to serve a Federal Client in Washington, DC. Junior and mid-level positions available.
Work is in a hybrid format with 3 days of telework per week and 2 days onsite, subject to COR discretion and approval.

Duties:
- Prepare contract solicitations, determine specific contract language, clauses, and best type of contract; evaluate offers and recommend source selections.
- Review requirements, prepare sourcing strategy, and plan solicitation criteria, quantities, delivery requirements and industry to be sourced.
- Performs market and industry trend analysis to determine availability of services, supplies, equipment, & products.
- Evaluate proposals for Technical/Price/Total Cost of Ownership to determine best value based on planned and approved selection criteria - Conducts supplier price and cost analysis to address logistics, pricing, leverage, competitive advantage, and other industry factors related to purchase; performs supplier capability assessment, past performance reviews, customer evaluations.
- Plan and conduct negotiations on price, technical requirements, terms, and conditions of the contract; obtain audits and pricing reports where needed to develop negotiation strategy.
- Prepare contract award recommendation memo and awarding contracts/contract modifications.
- Compile with Postal Service supplier diversity planning and sourcing strategies. Contract administration including period of performance review for multi-year IDIQ contracts/option exercise/DoL Wage Determination adjustments/Delivery Orders for IDIQ contracts.
- Drive for Supply Chain Management Savings and documentation
- Contract close out process.
- Draft, negotiate, and implement new contracts, amendments, renewals, and terminations.
- Maintain current contracts by updating demographics, fees, and service changes.
- Coordinate design of contract verbiage with other internal departments including Legal, Finance, and Product Development.
- Act as the point of contact for both internal and external customers in regard to contractual issues.
- Interpret and explain contracts, their terms, and their implications.
- Document terms, data, and status of projects in associated systems.
- Negotiate and update contracts, their rates, and their terms with vendors.
- Draft, edit and verify contracts and their amendments, updating associated schedules. Research and document relevant laws, technical needs, and other factors.
- Resources will leverage Postal provided tools and systems (i.e., CAMS, Enterprise Data Warehouse, Coup eBuyPlus/eSourcing tool)
Required Qualifications:
- A bachelor’s degree from an accredited college or university desired
- Minimum of 5 years of federal experience in acquisition, contracting, or in a similar field for junior-level positions
- Minimum of 8 years of federal experience in acquisition, contracting, or in a similar field for mid-level positions
- Proficient in MS Office Suite – specifically Microsoft Excel with strong analytical skills
- Excellent written and oral communication skills
- CPSM,CPIM,CSCP certifications or Supply Chain Degree preferred but not mandatory.
- Skills/Specialties include Contract Negotiation, Microsoft Office, Microsoft Excel, DoD, Federal Contracts Manager. Security Clearance Type: Public Trust.
