PLEA Community Services is currently seeking a Casual Temporary Full-Time Youth Support Worker for our Daughters and Sisters Program. The proposed start date for this position is September 10, 2019, and it will end upon the return of the incumbent. This position requires union membership.  

The youth who access these services have significant substance misuse issues, considerable involvement in the criminal justice system, and complex personal and social needs that require a heightened level of support, supervision and specialized services. The incumbent is responsible for planning, developing and implementing one-to-one activities with the youth that are consistent with the goals identified in their service plans, address their immediate needs, support their efforts to make safer choices, and strengthen their life skills and protective factors; and facilitating a range of group treatment programming.

Duties and Responsibilities

  1. Works closely with the Residential Services Coordinator and Family Caregivers to support the goals identified in each youth's service plan. Develops and implements appropriate plans, strategies, and activities that will address their complex needs, strengthen their protective factors and provide a sense of stability in the program.
  2. Provides close supervision and support in the community that will assist youth to achieve their individual goals, maintain their motivation to make safer choices, and develop new interests and connections.
  3. Implements interventions that address the complex personal, social and health care needs of the youth, and recognizes the contextual dynamics they are experiencing. Facilitates group treatment programming, supports the teacher-supervised educational program, and supervises a variety of group outings in the community.
  4. Provides opportunities to access and reconnect to available resources in the community that will enable and encourage youth to develop the necessary educational, personal, social, and vocational skills. Includes such community resources as an integral part of the youth's case management plan.
  5. Maintains on-going positive relationships with Family Caregivers and participates as a part of the team responsible for improving the quality of life for the youth, and addressing their individual strengths, needs, abilities, and preferences consistently.
  6. Teaches life skills and community survival skills, provides emotional support and models acceptable behavior. Engages youth in acceptable recreational and social activities in the community that builds on their strengths, their sense of identity and success. Supports youth towards integration and normative functioning in the community.
  7. Develops collaborative relationships with youth's families/caregivers, significant others and informal support systems to maintain and strengthen these connections.
  8. Responds to placement emergencies; recognizes potential crises, analyzes these situations accurately and implements strategies to deal with them, and informs the manager when such situations arise. Provides on-call and duty coverage.
  9. Maintains necessary program participant and program reports and statistics. Ensures that all records, reports, and documentation pertaining to service delivery are accurate, complete and in compliance with PLEA's policies and procedures.
  10. Establishes strong connections to the community, including maintaining close working relationships with all formal and informal service providers.
  11. Adheres to all policies and procedures established by PLEA, and meets the performance expectations of the position in a manner that demonstrates compassion and respect for all persons served. Exercises the responsibilities of the position in a manner consistent with the philosophical approach and mandate of the program.
  12. Performs other related duties as required.

Job Skills and Abilities

  1. Excellent interpersonal communication, counseling, facilitation, and conflict management skills, including a demonstrated ability to prepare accurate and comprehensive written reports.
  2. Demonstrated ability to work effectively with others, enjoys the company of young people and can implement effective behavior management strategies.
  3. Demonstrated ability to develop supportive relationships with youth and their families/caregivers who may be reluctant to engage, and to be sensitive and understanding of their social realities including issues of race, culture, religion, gender identity, sexual orientation, poverty, and lifestyle.
  4. Demonstrated ability to develop effective relationships based on mutual respect and trust with a range of different individuals and groups in the community.
  5. Ability to facilitate a group and work through group processes, including managing conflict constructively.
  6. Demonstrated ability to develop strong collaborative relationships, work effectively as part of a team with other program staff, and with others in the community including professionals, collaterals, and families/caregivers, informal supports and community members; use good judgment, manage conflicts constructively, work independently and be accountable for results.
  7. Knowledge of theory, principles and best practices with respect to providing youth addictions services based on the core principles of a harm reduction approach to youth who are at risk, their families, and communities.
  8. Good understanding of relevant Criminal Justice Legislation and policies, the role of Youth Court, Child Welfare Legislation and policies including the Child, Family and Community Service Act; Foster Care and Residential Standards; and applicable government legislation, regulations, and accreditation standards.
  9. Excellent organizational, time and general management skills.

Qualifications

  1. A Bachelor of Arts in the social sciences or human services or a related discipline is preferred; alternatively, a combination of equivalent education and work experience will be considered.
  2. At least one (1) year recent work experience working in programs with youth who are deemed to be high risk, and//or involved in the justice system, and involved in harmful substance use, and their families/caregivers.
  3. A valid addictions certificate from a recognized post-secondary institute is preferred.
  4. Demonstrated group facilitation skills for youth who have complex needs and may be reluctant to engage.
  5. Work or volunteer experience in a residential care facility or foster home model program. Direct program delivery experience in the community social services sector, with a demonstrated working knowledge of community-based programs and related provincial and community support services are preferred.
  6. Demonstrated proficiency in Microsoft Windows, Microsoft Office, and familiarity with databases.

Requirements

  1. Satisfactory Criminal Record Clearance.
  2. Must possess a valid Occupational First Aid Level 1 Certificate or be willing to obtain one prior to hire.
  3. Use of personal vehicle. This position requires travel in the Lower Mainland.
  4. A valid B.C. Driver's License (Class 5 or Class 7), and suitable driver's abstract.
  5. Flexible work schedule based on 35 working hours per week from Monday to Friday including daytime and evening hours, as required.
  6. Documentation that applicant is legally entitled to work in Canada.
