Our mission is to deliver secure, high-impact solutions that protect and enable mission success. We are currently seeking a Business Development & Capture Senior Advisor to drive growth in the defense and health sectors, with a focus on the U.S. Navy and Defense Health Agency (DHA).

This role is responsible for identifying, qualifying, and capturing new business opportunities across federal markets. The ideal candidate brings proven experience in opportunity identification, client relationship development, capture management, and shaping winning strategies in competitive procurements.

Key Responsibilities
  • Market Capture & Strategy

    • Lead opportunity identification, qualification, and capture planning for Navy, DHA, and other targeted accounts.

    • Track pipeline opportunities in federal procurement databases (SAM.gov, eBuy, etc.) and recommend go/no-go decisions.

    • Develop account plans, competitor analyses, and call plans to strengthen Rapid Strategy’s positioning.

  • Business Development & Engagement

    • Build and maintain relationships with Navy program offices, DHA stakeholders, and key industry partners.

    • Represent Rapid Strategy at industry days, conferences, and networking events to build visibility and foster partnerships.

    • Establish teaming arrangements and partnerships that enhance solution offerings and competitiveness.

  • Capture & Proposal Support

    • Drive the full capture lifecycle including win themes, customer engagement, Black Hat reviews, and price-to-win inputs.

    • Lead capture strategy sessions and prepare capture status reports for leadership.

    • Collaborate with proposal teams to ensure alignment of capture strategies with RFP responses, technical volumes, and pricing.

  • Internal Leadership

    • Advise company leadership on market trends, customer budgets, and procurement shifts.

    • Contribute to the development of Rapid Strategy’s growth strategy, differentiators, and solution areas.

Required Qualifications
  • 8+ years of progressive experience in federal business development and capture management, preferably with Navy, DHA, or other DoD/Health agencies.

  • Strong knowledge of federal acquisition processes (FAR, DFARS, GWACs, IDIQs, BPAs).

  • Demonstrated success in leading captures >$10M in value.

  • Established relationships within Navy or DHA programs, with a proven ability to influence early shaping activities.

  • Excellent communication skills — both in developing compelling business cases and engaging with senior government officials.

  • Ability to lead multi-functional capture teams, manage schedules, and deliver high-quality outputs under deadlines.

Preferred Qualifications
  • Prior experience with cybersecurity, IT services, or digital modernization offerings.

  • Familiarity with agencies such as DISA, HHS, or VA in addition to Navy/DHA.

  • Bachelor’s degree in business, management, or a related technical field; advanced degree a plus.

  • Membership in industry groups such as AFCEA, NDIA, or HIMSS.
