BILINGUAL ANALYST, LEARNING ASSESSMENT PROGRAMS
Full-time position
Current annual salary range: $64,513–$90,181, depending on experience and qualifications
Work arrangement can be remote, in-person, or hybrid
This position is a member of the Canadian Office and Professional Employees Union (COPE) Local 343.

The Analyst, Learning Assessment Programs supports the development, implementation, analysis, and reporting of flagship projects that assess the knowledge and skills of students at the pan-Canadian and international levels. Such projects include the Pan-Canadian Assessment Program (PCAP), the Progress in International Reading Literacy Study (PIRLS), the Programme for International Student Assessment (PISA), and the Trends in International Mathematics and Science Study (TIMSS).
This position reports directly to the Coordinator, Learning Assessment Programs.
Key responsibilities
Assessment development and administration
- Support the development, implementation, and coding of large-scale assessments of students across Canada.
- Develop, adapt, and review assessment and coding instruments (including test items, questionnaires, and coding guides).
- Support expert-level sessions and work (e.g., item development, and provincial and territorial reviews) and develop corresponding materials or outputs.
- Develop and review administrative and coding-session procedures and materials, including manuals, communications, and informational and training platforms and resources.
- Organize and conduct test administrator training and school information sessions.
- Ensure the consistency of assessment materials and instruments (in both official languages), as well as related procedures across assessments and project cycles.
- Support operations and monitor assessment administrations (e.g., provide day-to-day operational support, respond to information requests and helpdesk queries, and provide support to ministries/departments of education, schools, and test administrators to ensure reliable implementation of administration activities).
- Research assessment best practices, and make continued improvements to existing materials, practices, and procedures.
- Work directly with representatives of provincial and territorial education committees to establish consensus on assessment instruments and processes, and to facilitate and support the range of assessments coordinated through the unit.
Research, analysis, and reporting
- Support the analysis and reporting of large-scale assessments of students across Canada.
- Conduct research, literature reviews, and scans to collect information on provincial and territorial education and assessment policies, initiatives, and programs.
- Analyze data from large-scale assessment datasets, and write reports and research notes for education decision-makers, educators, and other interested parties based on these datasets.
- Prepare various types of documents for a range of audiences, including research summaries, briefing notes, meeting materials, records of decisions, and presentations.
- Ensure consistent and timely responses to data or information requests.
Key qualifications
- Superior oral communication and writing skills in English and French (candidates may be asked to write a test or provide written samples of previous work)
- University degree with specialization in social sciences or relevant discipline
- At least two years of experience with large-scale project implementation, including research and writing. Such experience is typically gained through work at related organizations, preferably within the education sector or government institutions
- Ability to prepare a variety of complex documents, such as guides, reports, briefings, and other communications materials, in both English and French
- Exceptionally detail-oriented, with strong organizational skills and the ability to manage competing priorities to meet critical deadlines
- Ability to deliver presentations to a variety of audiences (e.g., government officials, school staff, and other interested parties)
- Ability to work independently and collaboratively within a team
- Strong interpersonal skills to develop and maintain relevant networks and positive working relationships with senior government officials and other interested parties
- Exceptional research skills to stay current with developments in the field of education and large-scale assessments
- Excellent knowledge of research methodology and statistical analysis is considered an asset
- Highly developed decision-making and problem-solving abilities
- Ability to exercise discretion and tact in sensitive and confidential situations, and maintain protection of highly confidential material
- Knowledge of Canada’s education systems and intergovernmental relations is considered an asset
