Value Chain Manager (Blue Box Operations)

Reporting to the Vice President, the Manager, Blue Box Value Chain will work directly with external and internal stakeholders to ensure all contract requirements are met and the chain of custody of Ontario Blue Box materials, from collections to post-collections is tracked and verified. These stakeholders include the Common Collection System (CCS) Operator/Administrator and post-collection service providers and Ryse Solutions Ontario’s compliance and business analysis team members.
In this role, the Manager, Blue Box Value Chain will regularly meet with the CCS Operator/Administrator and post-collection service providers to ensure contractual performance requirements and objectives are met and the accuracy and integrity of the Blue Box supply chain and service provider reporting data. This role extends “beyond the desk” and includes bimonthly visits to Primary and Secondary Processing Facilities throughout Ontario to ensure a thorough understanding of the Blue Box value chain.
Position Description and Responsibilities
·Meet with CCS and post-collection partners/service providers and internal teams to ensure compliance to contract terms, track and resolve issues, and oversee the reporting and target management.
·Responsible for day-to-day management of and overseeing the terms of the Agreements and Statements of Work of CCS and post-collection service providers.
·Develop supply chain KPIs, reports, and business processes/cadences to improve upon current practices and seek continuous improvements.
·Responsible for developing procedures for measuring material sorting efficiency and material quality and overseeing resulting action items.
·Responsible for ensuring the Blue Box value chain is efficient, effective and meets all regulatory requirements, from the collection to final disposition.
·Develop annual calendar of contract activities, ensuring internal and external adherence to contract terms and conditions.
·Review and approve vendor payments and ensure vendor reporting and payment processes are executed in accordance with supply chain contracts.
·Work closely with internal and external materials marketing agents to ensure chain of custody of outbound commodities to approved end markets.
·Oversee the work of the Program Analyst, including mentoring, coaching and performance management.
·Identify opportunities, implements and/or participates in studies and pilot projects to increase the efficiency and effectiveness of materials processing and availability of end markets.
·Review and present monthly, quarterly, and annual Blue Box service provider performance reports, including identification of opportunities, challenges, and recommendations for improvements.
·Review and present monthly, quarterly, and annual materials marketing report, including identification of opportunities, challenges, and recommendations for improvements.
·Subject matter expert on Blue Box supply chain metrics and measurement/reporting.
·Subject matter expert on operationalizing the regulatory requirements of the Blue Box Regulation in Ontario.
·Visit Primary and Secondary Processing Facilities throughout Ontario on a regular basis.
Skills and Qualifications
·At least 3-5 years of Blue Box recyclable materials processing experience.
·At least 3-5 years of performance monitoring, operational improvement, and contract administration.
·University/College degree in business administration, operations, environmental management or equivalent.
·Proficient in Microsoft Office, including SharePoint, Teams, Excel, Word, and Outlook.
·Excellent interpersonal, influencing and negotiation skills.
·Experience working with a variety of stakeholders including senior executives, operational personnel, and vendors/service providers.
·Strong written and verbal communications and presentation skills to communicate complex matters to a variety of audiences.
·Strong analytical skills: ability to proactively assess programs, identify weaknesses and risks and support the development of improvements.
·Strong project management/time management skills to effectively manage multiple and overlapping timelines.
·Ability to work in a fast-paced, changing, environment while considering stakeholder perspectives.
·Ability to think creatively and find outside-the-box solutions to achieve objectives and vision.
·Ability to work independently as well as collaboratively in the team.
